The Air Resources Board conducted its hearing on the proposed 2003 amendments to the California Zero Emission Vehicle (ZEV) regulations on March 27-28, 2003 in Sacramento. The Board received all timely written comments and heard testimony from the approximately 75 persons offering oral comments. The record was then closed to all subsequent comments until a supplemental "15-day" comment period is announced April 24, 2003, to solicit public input to specific modifications to the originally-noticed proposal. |
Following the testimony, Board members discussed their positions on various issues and potential motions. They ultimately agreed to postpone a vote on a specific set of amendments until the Board's next regularly scheduled meeting on April 24, 2003. The Board asked staff to frame a limited number of issues with respect to the implications of potential alternatives. The focus will be on the number of Type III (fuel cell) ZEVs that would be required during the 2005-2008 model years under the alternative compliance pathway if all large manufacturers participate; the extent if any that alternative pathway obligations for Type III ZEVs could be met with greater numbers of Type I or II battery electric vehicles under an appropriate credit mechanism; the number of Type III ZEVs that would be required under the alternative pathway in the 2009-2011and 2012-2014 model years respectively; smoothing the ramp-up after the 2014 model year; and treatment of "plug-in" hybrid electric vehicles. |

In response to comments received since issuance of the hearing notice, staff has prepared additional proposed modifications to the Staff Proposal released for public comment on January 10, 2003. The modifications will be considered by the Board along with the amendments orginally proposed by staff, at the hearing scheduled for March 27, 2003.
