Manufacturers of new heavy-duty vehicles, which are subject to the greenhouse gas regulations, must submit applications for certification. EPA EV-CIS (Verify) forms will not be accepted.  Manufacturers wishing to convert used vehicles previously certified must follow CARB's Engine Change Policy. Contact the Aftermarket, Performance, and Add on Parts program for more information.

Manufacturer certifying the same vehicle family with CARB and EPA must certify to the same standards with both agencies.

Here are more details on the required items:

  • Cover Letter:  A letter addressed to the chief of the ECC Division.  This letter must declare a GHG vehicle family name according to 40 CFR 1037.230 with character ‘2’ in the fifth position {see CISD-07-03 and CD-12-01 (revised)(HDV) for more information}. CARB will issue an Executive Order as necessary.
  • Phase 2 (2021 MY+) GHG Vehicle Application Template:  The CARB document "Phase 2 GHG Application Template" with information in the ‘General Family Info’ tab and in the ‘AECD’, Technology Worksheet’, and ‘HFC Worksheet’ tabs, "GEM Input' and 'GEM Output' as needed.

    • Engine map
    • Proposed test plans:
      • Aerodynamic evaluation (Optional for vocational vehicles)
      • Tire revolutions per mile (TRPM) and tire rolling resistance (TRRL)
    • Test results
      • Submit results from the aerodynamic evaluation test, TRRL and all other tests performed
    • Innovative Technology Report
    • Advanced-Technology Vehicles Credit Report
    • Adjustable Operating Parameters Report
    • Technical Description and AECDs Report
    • ABT Plans
    • California ABT Plan
    • Delegated Assembly
    • AC Leakage (Cover letter, summary table, SAE J2727 spreadsheet, and AC system schematic per GHG Phase 2 test procedures and regulations)

    • Materials and physical dimensions of batteries, storage tanks etc.
    • Capacity of batteries, storage tanks, etc. 
    • Recharging/fast-recharging strategy or description
    • Testing protocols used
    • Intended operating conditions
    • Expected longevity of components on the vehicle
