Who is Eligible
Eligible small fleet participants are defined as California entities, including independent owner operators, with 20 or fewer vehicles with a gross vehicle weight rating (GVWR) greater than 8,500 lbs. under common ownership or control and domiciled in California and less than $15 million in annual revenue (non-profits are exempt from the revenue cap).
If the addition of up to 5 ISEF vehicles would increase the eligible small fleet size to over 20, fleets will still be considered eligible. Vehicles unregistered or designated as planned non-operation at the time of voucher request are included in the fleet size calculation. How it’s Administered
Funds are distributed via a third-party contractor who administers ISEF as a set-aside within the Clean Truck and Bus Voucher Program (HVIP). In October 2023, CALSTART was selected as the Grantee to administer HVIP for FY 2022-23 via competitive solicitation with the option of adding the FY 2023-24 and FY 2024-25 funds with an updated grant agreement.
Where and When it’s Offered
ISEF is open for new voucher requests as of August 30, 2023. Eligible small fleets will work with a dealer or a provider to submit a voucher request via the ISEF webpage.
Project Funding or Participation Requirements
The policies and requirements for HVIP are laid out in the HVIP Implementation Manual and requirements specific to ISEF are laid out in Appendix F. In instances where policies and requirements differ, those outlined in the appendix supersede those in the HVIP program.

The updated ISEF guidelines were made available June 29, 2023, through Appendix F of HVIP's Fiscal Year 2022-23 Implementation Manual.
ISEF opened for new voucher requests on August 30 2023, at 1:00 PM PT.
The HVIP team recently announced the allocation of $50M in additional HVIP funding for the Innovative Small e-Fleet (ISEF) program. ISEF’s $33M of original funding for Fiscal Year 2022-23 will now be reserved exclusively for innovative solutions such as short-term leases, rentals, and truck-as-a-service through approved ISEF providers, with the new additional funding available to fund small fleets’ standard purchase requests. This update was made due to the continued demand by small fleets for increased support in accessing zero-emission technology.
