The Consumer Products Regulatory Program is an important part of the overall effort to reduce the amount of volatile organic compounds (VOCs), toxic air contaminants (TACs), and greenhouse gases (GHGs) that are emitted from using chemically formulated consumer products.

VOCs in Consumer Products

Deodorants, hair spray, cleaning products, spray paint, and insecticides are examples of common consumer products that are made with ozone-forming chemicals known as volatile organic compounds or VOCs. Although each product only contains a small amount of VOCs, Californians use over half a billion of these items every year. VOCs are an important precursor, or component in the formation of ground level ozone, a major part of California's smog problem. By regulating the amount of VOCs in consumer products, CARB is helping to reduce public exposure to the hazards associated with ground level ozone.

    August 1st, 2022: the Office of Administrative Law (OAL) has filed their Final Approval of amendments to the Consumer Product Regulations and Test Method 310 with with the Secretary of State. The amendments were approved by The Board on March 25, 2021 and became effective August 1, 2022.

    February 2nd, 2021: The documents for the Public Hearing to Consider Proposed Amendments to the Antiperspirants and Deodorants Regulation; Consumer Products Regulation; Aerosol Coating Products Regulation; Alternative Control Plan Regulation; the Tables of Maximum Incremental Reactivity Values; and Test Method 310 have been posted.

    November 9th, 2020: CARB has posted the slide show presentation for the public webinar on November 10th, 2020 to discuss the development of the proposed California Consumer Products Regulation amendments.
