*The funding amount for Standard HVIP fluctuates due to the determination of valid voucher requests, voucher enhancements, and cancellations.
**Out of these funds, 70% of Standard HVIP and the Drayage set-aside will be reserved for private fleets with 100 vehicles or fewer and all public fleets, starting January 1, 2023. Since more than $100 million remained in the reserve on July 1, 2023, HVIP released 30% of the remaining funding to private fleets with more than 100 vehicles. If funding remains in the reserve on November 1, 2023, HVIP will open all remaining HVIP standard funding and drayage set-aside funding to private fleets with more than 100 vehicles. The reserve only applies to the FY22-23 allocation – any remaining FY21-22 funds will be available for fleets of all sizes.
In addition, specific funding has been reserved to support the deployment specific to vehicle types.
- Drayage: $157 million for incentives for zero-emission Class 8 tractors performing drayage operations. The $150,000 base voucher amount per drayage truck for early adopters extends through December 31, 2023.
- Public Transit: $70 million for zero-emission public transit bus incentives. Requests for public transit buses will automatically be funded via the set-aside with no separate request process.
- Public School Bus: $135 million for zero-emission school bus incentives through the Public School Bus Set-Aside. Voucher amounts are higher than standard HVIP and are not subject to standard HVIP plus-ups. Zero-emission school buses are eligible for a 65% voucher modifier, or plus-up, if not included in the set-aside.
- Innovative Small e-Fleets (ISEF): The ISEF Set-Aside provides $35 million of pilot funding for incentives for small trucking fleets and independent owner operators. ISEF implements new and innovative mechanisms such as flexible leases, peer-to-peer truck sharing, truck-as-a-service, assistance with infrastructure, and individual owner planning assistance.

Public and private operators of medium- and heavy-duty truck and bus fleets.
How it’s Administered
HVIP funds are distributed via a third-party contractor who administers the voucher program. CARB held a competitive solicitation for the selection of a HVIP Grantee in June 2023. In October 2023, CALSTART was selected as the Grantee to administer HVIP for FY 2022-23 via competitive solicitation with the option of adding the FY 2023-24 and FY 2024-25 funds with an updated grant agreement.
Where and When it’s Offered
Funds are continuously available on a first-come, first-served basis. At participating dealerships and manufacturers--incentives are applied at point-of-sale for the purchase of eligible vehicles.

Announcements and Upcoming Activities
Following Board consideration in November 2023 of changes proposed in the FY 2023-24 Funding Plan for Clean Transportation Incentives, staff will announce public work group(s) — to be held in the first half of 2024 — to implement approved program modifications.
