METHOD SUMMARY
This category includes estimates of the fugitive dust particulate matter created by construction activities while building paved roads The emissions result predominantly from site preparation work which may include scraping, grading, loading, digging, compacting, light-duty vehicle travel, and other operations.
ACTIVITY DATA SOURCE: Activity data is based on the difference in road mileage between 1986 and 1987 as estimated by the California Department of Transportation. Road widths for freeways, highways, and city and county roads, combined with the assumption of an 18-month project, duration is used to compute the acre-months of road construction activity for each county.
EMISSION FACTOR SOURCE: A new emission factor derived by Midwest Research Institute under contract to the PM10 Best Available Control Measures working group is used. The emission factor is 0.11 tons PM10 / acre-month of activity (or 0.17 tons TSP / acre-month). This factor is assumed to include the effects typical control measures such as routine watering.
TEMPORAL DATA: Activity is generally eight hors per day, five days a week. Spring and summer months tend to have increased road building activity.

GROWTH PARAMETER: Growth is based on measures of building construction activity.
