HARP Project Database
A database that stores the your facility and emission data.  This database is compatible with HARP version 1.4f.
May 30, 2013 CEIDARS Utility Tables
The CEIDARS utility tables are used to help categorize the sources, define the codes used, forecast future scenarios, and assist in quality assurance. July 3, 2014 Health Database
A database containing health value information for each substance in the Hot Spots Program.  To use it with HARP, you must replace your current health database located in the HARP main directory (typically C:\HARP) with this one.  Please note that this file can only be opened in HARP.
July 3, 2014 Health Database for the HARP On-Ramp
A database containing health value information for each substance in the Hot Spots Program.  To use this health database, you must replace the current database typically located at “C:\Program Files\CARB\HARP On-Ramp\Tables” with this one.  Please note that this file can only be opened by the HARP On-Ramp.

Please note that it is not necessary to update the HARP On-Ramp’s Health Database since the health risks are calculated in the HARP Risk Module.  If you decide to update the database, it would be mainly for display purposes (i.e., showing the current health values).
HARP ISC Workbook (ISCWorkbook.ISC) An excel file that stores all ISC parameters for your project.  It is used by the HARP Air Dispersion Module.
MSXML4r.dll If you receive an error message related to MSXML4r.dll during the software installation, please select Ignore in the setup dialog.  This file is used by another third party HARP program and is not necessary to run HARP.  To resolve this issue, you can copy and paste the MSXML4r.dll file manually into the windows system directory (C:\Windows\System32).


Digital Elevation Model (DEM) data are available upon request. Please contact YanPing Zuo at (916) 322-1617.

DEM data can also be obtained from the USGS website. See Section 11.3.2 in the HARP User Guide for more information.



Please note that map data are installed with the HARP full setup file.

The results of a risk assessment anaylsis can be overlaid on a street map in HARP. These street maps are avaliable in several formats.

The processed hourly meteorological data are available from the Planning and Technical Support Division of the California Air Resources Board. The ASCII data are in the format specified by ISCST3 for standard ASCII input. The data have NOT been processed for use with the deposition algorithms in the ISCST3 model. To determine the mixing height, the surface data are processed with upper air data, a constant value, or Holzworth seasonal mixing height data (Holzworth, G.C., Mixing Heights, Wind Speeds, and Potential for Urban Air Pollution Throughout the Contiguous United States, U.S. EPA, 1972). Users of these data should understand how the mixing heights and final plume rise interact within the model and use these data accordingly especially in the case of elevated plumes.

As a reminder, the US-EPA Guideline on Air Quality Models recommend that the most recent five years of consecutive meteorological data should be used for air quality modeling studies. The OEHHA Air Toxics Hot Spots Program Guidance Manual for HRAs recommend that the most recent five years of consecutive meteorological data should be used for risk assessment analysis. A single year may be used if it is the most conservative year.

These data are made available for your convenience. We will update these data on an "as needed" basis. This means where we have a specific application to include additional processed data for individual projects, the data will also be available at this location. If you have processed data specific to California that you would like to make available to the general public, please notify Pingkuan Di at (916) 322-6040.

: San Joaquin Unified Air Pollution Control District no longer accepts health risk analyses using the Industrial Source Complex - Short Term (ISCST3) model.  Please see the Air Quality Modeling: Permitting & CEQA page to get the meteorological data for the AERMOD model.
