The On-Road Light Duty Analysis Section (ORLDAS) of the Mobile Source Analysis Branch is seeking a highly motivated and dynamic individual with a strong work ethic, an ability to creatively analyze data and reach scientifically defensible conclusions, and the skills to communicate results effectively. The ORLDAS collects and analyzes data in support of mobile source emissions inventory development for California.  The primary goal of this position is to improve on-road emissions inventory methodologies; improve on-road vehicle emissions, activity and population estimates; and produce documentation for use in regulations, attainment plans, and other CARB programs.

Air Resources Engineer

ECARS

You are invited to join the On-Road Light-Duty Certification Section (ONRLDCS) if you are enthusiastic and like to apply your knowledge in automotive and emission control engineering and emissions testing to see to it that only new clean vehicles can be sold into California that are equipped with advanced engine and emission control technologies to meet California’s strict emission standards for both criteria pollutants (HC, CO, NOx, PM, etc.) and greenhouse gas.  The Air Resources Engineer (ARE) positions in ONRLDCS are involved in the evaluation and processing of manufacturer’s applications for the annual certification of passenger cars, light-duty trucks, medium-duty vehicles, on-road motorcycles, and off-highway recreational vehicles (e.g., dirt bikes, ATV, sandcars).  To carry out the certification mission, the ARE will hold meetings with manufacturers to discuss their annual products planning to meet new emission standards and requirements, durability and emissions test plans, durability and emission test data, and how the emission control systems are functioning and controlled under varying operating conditions.  As warranted, the ARE will conduct confirmatory and screening tests of the manufacturer’s certification vehicles before the certification Executive Order is granted.

Reporting to an Assistant Chief Counsel, the attorney in this position is responsible for independently providing written and oral legal advice to CARB's executives, management, and staff on complex legal issues. The position will focus on California Environmental Quality Act (CEQA) issues under CARB.s Certified Regulations Program, and on developing, implementing, and enforcing regulations, including regulations related to climate change programs. These assignments may include legal support for the climate change program, direct air emissions control requirements, stationary source permitting, and related programs. Litigation experience is critical as CARB is involved in state and federal court cases, including pursuing various enforcement actions.

Air Resources Supervisor I

The Project Assessment Branch seeks a highly motivated Air Resources Supervisor I to lead the work of the Climate Change Policy Section, which is responsible for providing technical and policy support for implementation of the Climate Change Scoping Plan, especially with respect to the waste sector and natural and working lands. The section oversees the Landfill Methane Regulation, coordinates with CalRecycle on their organics diversion regulation, and supports the Natural and Working Lands Implementation Plan. The section also oversees the completion of numerous greenhouse gas-related reports, including but not limited to the AB 32 Legislative Report, the Carbon Disclosure Project Report, and the Climate Action Team Report Card.  In doing this work, the section coordinates closely with CalRecycle, the California Department of Food and Agriculture, and the California Natural Resources Agency, among other State agencies.

The Accounting Branch, System Section is seeking a self-starter who is interested in working in a fast paced, highly technical and constantly evolving environment.  Under the close supervision of an Accounting Administrator I (Sup), the incumbent will assist to analyze, update, and maintain the CALSTARS tables the following are a few of the tables:  Appropriation Symbol, Cost Allocation, Descriptor, Index, Organization Control, and Program Cost Account, etc.  Assist in revising appropriate accounting tables to reflect significant changes in organization and/or program structure; serve as back-up in generating New Year tables.  Assist in manual monthly timesheet input into CALSTARS, timesheets adjustments, Accounts Receivable web portal upload, Cost Analysis and reconciliations.  Process Accounting corrections and adjustments, process after cost accounting corrections and adjusting entries.  Assists in other technical troubleshooting of computers, printers and other accounting equipment as well as accounting programs like Passports and others.

The Accounting Branch, Accounts Payable Section is seeking a self-starter who is interested in working in a fast paced, highly technical and constantly evolving environment.  The incumbent will be responsible to review terms of contracts, purchase orders, and service agreements by analyzing and interpreting guidelines from the State Administrative Manual (SAM), Government Code, and other applicable state laws.  Ensure that all necessary documentation has been received for the establishment of proper payment records (applicable coding and amount).  Process vendor payments with ongoing contact with program staff for verification of delivery and testing of products within the time frames mandated by the Prompt Payment Act and in a format required by FI$Cal and the State Controller's Office (SCO).  Under the close supervision of an Accounting Administrator I (S), will follow up on any outstanding items.

This is a Permanent Intermittent position and is limited to 1500 hours per calendar year.  This position may become permanent.

Air Pollution Specialist

The Population Studies Section is seeking a motivated team player with an enthusiastic attitude and the dedication to work on some of the most important issues of our time. Some of the ARB’s highest priorities are examining how air pollutants, climate change, and public policy impact public health. We are seeking an applicant with expertise in the health sciences, a strong background in statistical analysis, and a desire to work with a diverse team of ARB scientists on research that helps to provide the information used as the basis of many of ARB’s air pollution and climate change regulatory activities. The responsibilities of the candidate will include work on research projects that investigate issues related to the health impacts of air pollution statewide, at the regional level, and in local communities. The successful candidate will also investigate ways that sustainable community design can affect air pollution exposures and public health. Effective communication of health research results to management, the general public, local air districts and Members of the Board is an essential component of this position. The ability to work effectively and cooperatively with a diverse stakeholder group including the public, other government agencies, and research organizations, and strong interpersonal and leadership skills are necessary. The ability to work proactively and efficiently on multiple projects with firm deadlines is expected. Familiarity with methods and protocols employed to evaluate how exposure to air pollution impacts people and communities is helpful. Experience in health and exposure assessments, environmental physiology, epidemiology, and GIS are also helpful, but not required. 

We will not consider a Training and Development candidate for this position.

The Health and Ecosystems Assessment Section has an opening for a motivated staff person with expertise in toxicology or public health. The selected candidate will develop and manage research contracts with outside investigators, conduct in-house research, and prepare reports and analyze data on exposure to air pollutants. The candidate will identify research needs, develop relationships with investigators and manage research contracts. The candidate will analyze air quality data to evaluate the effectiveness of CARB.s regulatory efforts to improve air quality. The section also receives inquiries on the toxicity of air pollutants from the public as well as the Board. The candidate will write clear summaries of pollutant toxicity. The candidate will make presentations to the Board and community-based organizations, and respond to questions from the public. The candidate should be comfortable making presentations and communicating CARB.s objectives to nontechnical audiences. Some travel may be required.

We will not consider a Training and Development candidate for this position.
