Major projects include the development and refinement of EMFAC, an on-road emissions inventory model for air quality and transportation planning, as well as analysis and forecasting of California transportation system. Typical assignments for the section involve estimating emissions and activity from on-road motor vehicles to support CARB's policies and regulations, development of on-road emissions inventory models, and utilizing sophisticated data analyses frameworks to inform design and structure of future air quality and climate change policies.

Air Pollution Specialist

The Portable Emission Measurement Section within the Freight Emissions Testing & Research Branch is seeking a qualified candidate for an Air Pollution Specialist position. The primary responsibilities of this position are to conceptualize and prepare test plans for emissions research; perform literature search and identify needs for possible research work; collect, analyze, review, and interpret in-use operational data, emissions study data, and investigation data; and prepare reports, publish technical papers in peer reviewed journals, and present data in public forums. The incumbent will also evaluate the effectiveness of the “Not-To-Exceed” program and explore alternative test protocols; maintain and operate PEMS; perform quality checks and audits, as well as maintenance and troubleshooting for equipment; acquire sound understanding of CARB's regulatory programs and strategies; and conduct in-field investigations on different emission control strategies.

Air Resources Technician II

A position is open in the Compliance and Reporting Assistance Section (CARAS) of the Transportation and Clean Technology Branch (TACT) of the Mobile Source Control Division (MSCD) compliance assistance for all CARB heavy-duty diesel and incentive programs to diesel equipment owners, in order to reduce criteria pollutant and greenhouse gas emissions. The Transportation and Clean Technology Branch is a team of enthusiastic engineers and scientists working to reduce harmful emissions and fuel consumption from diesel vehicles. This position is located in downtown Sacramento, California in the California Environmental Protection Agency building. The successful candidate must be intellectually curious and self-motivated, demonstrate an attention to detail, thrive working both independently and in a team environment, be able to understand and interpret regulatory writing, possess a strong work ethic, and demonstrate excellent problem-solving, interpersonal, and written and verbal communication skills. Being bilingual in Spanish or Punjabi is a plus.

The Industrial Strategies Division has a position available for a motivated Air Pollution Specialist to conduct a variety of activities related to development, implementation, and analysis of the California Air Resources Board's greenhouse gas (GHG) emissions reductions programs, and principally California's Cap-and-Trade Program (Program). The position will be in the Program Development Section, which is responsible for policy, technical, and economic analyses of allowance allocation, natural gas, and electricity policy related to the Program. Under the direction of an Air Resources Supervisor I, the chosen candidate will work with a diverse internal team and will serve as lead staff for allowance allocation to the oil and gas production and processing industry, as well as to other sectors, within the Program. The incumbent will primarily work in concert with colleagues and stakeholders to perform technical and economic evaluations related to industrial allowance allocation and to develop and communicate policy interpretations, proposals, and other Program-related information.

Air Resources Technician II

The Freight Operations Section is looking for friendly, outgoing people who can work a core schedule of four days per week – 7 hours each day to help with the Air Resources Board Equipment Registration program (ARBER) and regulatory development. The ARBER Team is primarily responsible for the implementation of the Transport Refrigeration Unit and the Drayage Truck regulations, which involves a variety of challenging tasks, including frequent communication with stakeholders via phone and email. This position will be part of the leadership team in CARB’s new Sustainable Transportation and Communities Division. PERP system enables business entities to register their portable equipment with Air Resources Board and obtain operating permits. Initially, the IT Specialist I (IT Spec I) will work with a business analyst to gather and refine requirements and then design the database schema, and write a design specification document. The Operations and Data Support Section of the Monitoring and Laboratory Division is seeking an enthusiastic individual with an electronics background and solid diagnostic skills to maintain complex electronic air quality monitoring instrumentation used to support the California Air Resources Board’s ambient air monitoring programs. The incumbent will work as a team member in the section’s instrument repair laboratory. Using a variety of electronic and analytical test equipment, the successful candidate will perform troubleshooting, repair, modification, testing, and maintenance work on complex air monitoring equipment, instrumentation, and samplers used in the State's ambient air monitoring network.
