The Research Division of the Air Resources Board is looking for a self-motivated, diligent Staff Services Analyst (SSA) to join a dynamic team in supporting the Division’s administrative functions. The SSA is under the general direction of the Staff Services Manager I of the Administrative Section. The duties will include, but are not limited to the following: coordinate with CARB’s Accounting Office to process contract reimbursements, maintain budget details for each contract by analyzing the contract database for contracts that may have funds reverting, reconcile balances with Accounting each fiscal year, serve as the Research Screening Committee Coordinator by preparing public meeting notices, write memos and letters, poll committee members for meeting availability, take roll-call and minutes the day of the meetings, and serve as the Division Liaison to the Clerk of the Board.

The Application Development Unit within the Office of Information Services (OIS), seeks a talented .Net C# MVC developer to re-architect and develop a new .NET based Portable Equipment Registration Program (PERP) system from a legacy Java platform. PERP system enables business entities to register their portable equipment with Air Resources Board and obtain operating permits. Initially, the IT Specialist I (IT Spec I) will work with a business analyst to gather and refine requirements and then design the database schema, and write a design specification document. Later, the IT Spec I will lead or join a full .NET development team to implement, test, deploy, and support new PERP system.

Instrument Technician, Air Quality

The Operations and Data Support Section of the Monitoring and Laboratory Division is seeking an enthusiastic individual with an electronics background and solid diagnostic skills to maintain complex electronic air quality monitoring instrumentation used to support the California Air Resources Board’s ambient air monitoring programs. The incumbent will work as a team member in the section’s instrument repair laboratory. Using a variety of electronic and analytical test equipment, the successful candidate will perform troubleshooting, repair, modification, testing, and maintenance work on complex air monitoring equipment, instrumentation, and samplers used in the State's ambient air monitoring network.

Air Resources Supervisor I

The Climate Investments Branch is looking for an energetic, creative, analytical and diplomatic manager to be responsible for the policy development and implementation efforts of the California Climate Investments Program. This position will be part of the leadership team in CARB’s new Sustainable Transportation and Communities Division. The section is focused on providing scientifically informed policy direction for program development and implementation to help ensure the Program supports the State’s broader goals for reducing greenhouse gas emissions; directing benefits to disadvantaged and low-income communities; and providing transparency to the public on funding outcomes. The section plays a key role in providing analysis and recommendations on proposed legislation, formulation of investment plans, development and implementation of funding guidelines, completion of comprehensive annual reports on investment status and outcomes, and other program-wide documents.

Personnel Specialist

Under the direction of the Personnel Supervisor II, the incumbent will perform transactions work for an assigned group of reporting units. The Personnel Specialist (PS) keys various types of employee information, leave data and payroll actions into the appropriate automated database; determines health benefit, eligibility requirements and rules that apply to various time bases, processes and tracks intermittent employees, reviews attendance reports; audits leave usage; researches and resolves discrepancies; and makes corrections to the State Controller's Leave Accounting System data base to ensure leave balance accuracy. In addition, the PS reconciles and certifies payroll monthly, completes and reviews Personnel Action Requests and payroll documents to ensure accuracy; researches and resolves pay issues; establishes or modifies accounts receivables and garnishments; processes salary advances and requests for lost or destroyed warrants. Incumbent may be asked to travel to El Monte as needed.
