SACRAMENTO - The California Air Resources Board today announced that Kathleen Walsh has been chosen as the Board's General Counsel replacing Michael Kenny, who was recently appointed executive officer.

        "Having worked with Kathleen for many years, I have been fortunate to witness not only her talent, but also the dedication she brings to every assignment," said Kenny in a memo announcing her appointment.

        Since joining the ARB's legal staff in 1985 Walsh has worked on a number of projects, including the 1994 State Implementation Plan (SIP) and the 1996 Memoranda of Agreement (MOA) between the ARB and the seven major auto manufacturers expected to introduce zero emission vehicles in 1998. During her tenure at the Board, Walsh has worked in almost all of the ARB's subject areas, has authored parts of the air pollution control law book and has served as a member of the Environmental Section of the State Bar.

        Prior to her move to the ARB, Walsh served the state at the Office of Administrative Law and the Legal Services of Northern California. She is a 1978 graduate of UC Davis Law School.

        "As we continue to move forward and implement the SIP and other programs, Kathleen's talent, experience and creativity will be of invaluable benefit to the Board," Kenny added.
