On March 30, 2000, ARB held a workshop to meet with all interested parties to discuss the ZEV regulatory status of multi-manufacturer arrangements. The purpose of the workshop was to establish a uniform method that would clarify ZEV related emission responsibilities of companies in multi-manufacturer arrangements.

During this workshop, ARB staff gave a brief presentation providing background and issues related to this topic. Mr. Fred Maloney of DaimlerChrysler, Mr. Stephan Schlaefli of Porsche, and Mr. Steve Heckeroth of O2 also provided statements.

At the conclusion of this workshop, each interested auto manufacturer agreed to submit to ARB staff by the first week of May, how they each interpret a company’s "operational independence." Subsequently, ARB staff intends to continue working with auto manufacturers to develop these interpretations into a single clear and enforceable definition of operational independence.
