Regulation Basics

The Regulation applies to:

Owners of 53-foot or longer box-type trailers including both dry-van and refrigerated-van trailers, and owners of the heavy-duty tractors that pull them on California highways.

The Regulation does not apply to:

  • Trailers less than 53 feet
  • Drayage tractors and trailers that operate within a 100 mile radius of a port or intermodal rail yard.
  • Curtain side vans
  • Solid waste vehicles
  • Drop frame vans
  • Container chassis

Regulation Requirements

  • All tractors and trailors are required to have low-rolling resistance tires (LRRTs) as of January 1, 2017.
  • Sleeper-cab tractors and trailer: Aerodynamic devices are currently required on all 2010 vehicle model year or newer.
  • All other tractors and trailers: Aerodynamic devices are currently required on all 2010 vehicle model year or older, unless you have already reported in TRUCRS and are following a phase-in plan.



Flexibility Options
LOW-USE EXEMPTION
  • Refrigerated-van trailers that are vehicle model year 2003 - 2009 AND equipped with 2003 or newer model year transport refrigeration unit (TRU) engines may delay requirements for the GHG regulation.

  • Small fleets are made up of 20 or fewer trailers. TRUCRS reporting has ended for the small fleet provision, which required trailer owners to report by January 1st, 2013.

  • Large fleets are made up of 21 or more trailers. TRUCRS reporting has ended for the Large Fleet Phase-in Option 1 and Option 2, which required trailer owners to report by July 1, 2010, and June 1, 2012, respectively.

Compliance Exemptions

Reporting Tools

Fleets that have 2011 model year equipment and qualify for the short haul or local haul exemptions must report information about their 2011 model year equipment now. Reporting of other tractors and trailers within the fleet is not required at this time.
