Workshop - Proposed Regulations for Portable Fuel Containers  
        The California Air Resources Board staff will conduct a workshop on January 26, 1999 to discuss the proposed regulatory language for the Portable Fuel Container control measure (Off-Road Refueling Spillage Control Regulation). The proposed control measure would reduce hydrocarbon emissions from portable fuel containers used for refueling off-road engines by replacing the current style of portable containers with a spill-proof container system. These spill-proof container systems would eliminate over-filling spillage and would substantially mitigate container transport and storage losses, container diurnal losses, and container permeation losses. This control measure is tentatively scheduled for consideration by the Air Resources Board at a public hearing in 1999. Notification of that public hearing will be sent separately 45 days prior to the hearing date.

        It is the practice of the ARB staff to present major emission inventory changes to the Board for its approval. As such, staff plans to take the refueling inventory to the Board in the spring of 1999.

        As part of the public review process we have scheduled this workshop to solicit your comments and suggestions on the enclosed Proposed Regulations for Portable Fuel Containers. The workshop is scheduled as follows:

      Staff is currently formulating possible alternatives to the variance section for small volume manufacturers that may include exemptions or delayed implementation dates. Staff is considering suggestions to define small volume manufacturers.
        The staff encourages industry and other interested parties to contact staff with any comments or questions.
