Proposed Portable Fuel Container Spillage Control Measure

The proposed ARB Portable Fuel Container Spillage Control Measure will eliminate spillage emissions from off-road mobile sources that are refueled using portable containers. Through the implementation of a "spill proof" portable refueling system that employes an automatic stop flow feature, refueling spillage can be virtually eliminated. These same "spill-proof" systems employ an automatic shut-off feature that will substantially mitigate transport, storage, and diurnal losses from the portable containers. Since portable containers are used to refuel a broad range of off-road vehicles and equipment, these emissions are significant. A conservative estimate of hydrocarbon (HC) emissions from spillage alone is approximately 15 tons per day.
