California Air Resources Board

The In-Use Off-Road Diesel-Fueled Fleets Regulation (Off-Road Regulation) requires that all vehicles subject to the Off-Road Regulation be labeled with a unique equipment identification number (EIN).  Note that as of January 1, 2013, off-road vehicles subject to the Off-Road Regulation must have two EIN labels; one on each side.  As of June 30, 2017, equipment subject to the Large Spark-Ignition (LSI) Engine Fleet Requirements Regulation fleet average emission limit requirements must have one EIN label.

Fleet owners have a choice of how they want to label their vehicles/equipment. For example, fleets may label their vehicles/equipment with vinyl stickers or aluminum placards (either may be purchased, or created in-house), or by painting the EIN on the vehicle/equipment. The most common method is to purchase vinyl stickers. It is the fleet owner’s responsibility to comply with the Off-Road and LSI Fleet Regulations, including ensuring that the labels that are attached to their vehicles/equipment meet the label specifications, which are described in this off-road FAQ document  and in the LSI Fleet Regulation.

ARB does not supply the EIN labels themselves. As a courtesy, ARB has assembled the following list of contact information for vendors (graphics businesses) who supply EIN labels that may comply with the requirements of the Off-Road and LSI Fleet Regulations. ARB has also assembled a list of contact information for label maker vendors who  supply label makers that can fabricate labels which may comply with the requirements of the Off-Road and LSI Fleet Regulations. Fleet owners need not use a vendor from this list in order to comply with the Off-Road or LSI Fleet Regulations.

EIN Vendor

1.  In the list of vendors above, the term “Decal” refers to a vinyl sticker (usually with mounting tape on the back), and “Placard” refers to an aluminum plate which would have holes for screws or rivets or may use mounting tape.
