Carl Moyer Program: State Reserve Solicitation

1. What projects are eligible for funding this year?
This 2018 State Reserve Project Solicitation is directed at providing monetary grants to offset the incremental cost of off-road reduced emission technologies. All projects must be eligible in accordance with the Moyer Program Guidelines. All Moyer eligible off-road projects may be funded with the FY 2017-2018 state reserve funds. CARB staff recommends prioritizing funding for small fleets; however, it should be noted that large and medium fleets are still eligible for funding.

2. Who can apply for Fiscal Year (FY) 2017-18 state reserve funds?
Eligible applicants for the FY 2017-2018 State Reserve Project Solicitation are Air Quality Management Districts and Air Pollution Control Districts that are willing and able to administer the Moyer Program. Click here for the solicitation package (including application).

3. What are the requirements for participation?
All districts must meet these specific requirements listed below to participate.

The air district must agree and obtain a board resolution that states the air district is able to:
      1. Receive and expend FY 2017-2018 funds towards the Moyer Program.
      2. Comply with current Moyer Program Guidelines, mail-outs/advisories, and other written guidance by CARB.

4. How will the funds be allocated?
The FY 2017-2018 funds will support off-road fleets that provide early and extra emission reductions. Allocations will be determined based on the total number of off-road equipment in an air district. Applications must be complete and accurate and will be reviewed based on the requirements listed above. An air district that applies and agrees to the above requirements is eligible to receive funds. Administration fees will be included in the final grant award in accordance with H&SC, section 44299.1.
