Financing Assistance for Low-Income Consumers

The statewide Clean Vehicle Assistance Program (CVA Program) and the regional Driving Clean Assistance Program in the Bay Area and Sacramento help lower-income residents finance used or new conventional hybrid electric (HEV), plug-in hybrid electric (PHEV), battery electric (BEV), or fuel cell electric vehicles (FCEV). The programs provide point-of-sale price buy-down opportunities, low-interest rate loans, home charger installation (or prepaid charge cards), and financial and advanced technology training.


Clean Vehicle Assistance Program – CVA Program (Statewide)


The CVA Program is administered by the Beneficial State Foundation (BSF) and offers eligible applicants price buy-down grants of up to $5,000 and affordable financing opportunities (≤ 8% interest); including up to $2,000 for a Level 2 home charger installation for eligible vehicle purchases or a $1,000 prepaid charge card and a free portable Level 1 charger.

Eligibility

CVA Program grant and loan eligibility is determined by minimum income levels and vehicle eligibility.

Applicants must meet the following requirements:
• Must be a California resident
• Must meet qualifying annual income
• Must meet minimum vehicle purchase requirements
• Must complete online financing and advanced technology training

Driving Clean Assistance Program (Regional – Bay Area & Sacramento)


The Community Housing Development Corporation (CHDC) runs the regional Driving Clean Assistance Program that offers financing assistance towards the purchase of battery-electric (BEV), plug-in hybrid (PHEV), hybrid-electric (HEV), or fuel cell electric vehicles (FCEV) for residents in disadvantaged communities throughout the Bay Area and Sacramento. The CHDC has partnered with Travis Credit Union and Beneficial State Bank to provide eligible residents price buy-down grants and loans up to $20,000 for clean vehicle purchases.
