Sustainable Transportation Equity Project (STEP)

STEP is a new transportation equity pilot that aims to address community residents’ transportation needs, increase access to key destinations, and reduce greenhouse gas emissions by funding planning, clean transportation, and supporting projects.

STEP’s overarching purpose is to increase transportation equity in disadvantaged and low-income communities throughout California via two types of grants: Planning and Capacity Building Grants and Implementation Grants. Within these two grant types, CARB currently has up to $19.5 million available. For more information, take a look at the STEP Handout in English or Spanish.

Please note that the funding available for STEP has changed from $22 million to $19.5 million. CARB has $1.75 million available for the Planning and Capacity Building Grants and $17.75 million available for the Implementation Grants. Any instance in STEP documents where the dollar amounts are stated differently is incorrect.

Application Window Closed

CARB must receive all STEP proposals by 5:00 pm (Pacific Time) on August 31, 2020.

Interested in Receiving Technical Assistance?

Fill out this Google Form by 5:00 pm on July 15, 2020 to sign up for free technical assistance to apply for STEP funding. If you sign up for technical assistance after this deadline, you may not be able to receive the full scope of services that the STEP technical assistance providers can offer.

Join CARB staff for a series of Applicant Teleconferences, where CARB staff will answer your questions about eligibility thresholds, proposal components, the solicitation process, and anything else related to the current STEP solicitation. Email your questions to CARB staff at step@arb.ca.gov up to four business days before each Applicant Teleconference.
