Sustainable Transportation Equity Project (STEP)

STEP is a new transportation equity pilot for Fiscal Year 2019-20 that aims to reduce greenhouse gas emissions, increase access to key destinations, and address community residents’ transportation needs.

Planning Grants
$2 million is available for planning and capacity building grants. Funding is intended to help low-income and disadvantaged communities identify residents’ transportation needs and prepare to implement clean transportation and land use projects.


Development of Solicitation Concepts

Implementation Grants
$20 million is available for one to three implementation block grants to fund clean transportation and land use projects in disadvantaged communities. Funded projects will work together to increase community residents’ access to key destinations so they can get where they need to go without the use of a personal vehicle.

For example, through a community engagement process to identify transportation needs, an applicant might identify seven projects to fund through STEP. These projects could include (but are not limited to) new bus-rapid transit service, a new vanpool service, bike and pedestrian infrastructure, transit passes, a land use and mobility plan, a parking pricing program, and an outreach and education campaign to encourage active transportation.


Secure Funding for Community Projects

Status
STEP is in the early stages of program design. A call for projects will open in early or mid-2020.
