What is Moving California?

Moving California is part of California Climate Investments, a statewide program that puts billions of cap-and-trade dollars to work reducing greenhouse gas emissions, strengthening the economy and improving public health and the environment—particularly in disadvantaged communities. The cap-and-trade program also creates a financial incentive for industries to invest in clean technologies and develop innovative ways to reduce pollution. California Climate Investment projects include affordable housing, renewable energy, public transportation, zero-emission vehicles, environmental restoration, more sustainable agriculture, recycling and much more. Cleaner Transportation for all Communities

Clean transportation for all communities is about developing a functional transportation system that significantly reduces carbon pollution as an effort to improve our air quality and health. Clean transportation means near zero- or zero emission vehicles, trucks and buses as well as active options such as walking and biking.

To ensure that clean transportation is accessible to all communities, the California Air Resources Board (CARB) manages a mixture of mobile incentive programs known as Low Carbon Transportation (LCT) which are funded and brought to you through California’s cap-and-trade auction proceeds. Incentives help accelerate the State’s transition to low carbon passenger and freight transportation.

LCT Investments consists of a variety of opportunities that provide many community transportation benefits. For example, incentive programs help reduce the cost of cleaner vehicles by offering rebates and in some case direct savings to individuals, nonprofits, government entities and business owners who purchase or lease battery electric, plug-in hybrid electric, and fuel cell vehicles. Additional investments into clean transportation include services that help reduce reliance on private vehicles such as car sharing and vanpools, and projects that help put the cleanest heavy-duty trucks, delivery trucks, and public buses on our roads. Projects involving placement of clean cargo handling equipment at marine terminals and freight distribution centers have improved the health, quality of life, and local economy of communities near these facilities. In-state low carbon biofuels one also being looked at for potential funding in the future.

The opportunities all work toward making sure the benefits to disadvantaged communities and lower-income households are maximized.
