The Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) provides vouchers to help California fleets purchase advanced technology trucks and buses. The State's investment in HVIP plays a crucial role in accelerating early market penetration of clean technologies with the goal of transforming the California fleet.

HVIP provides vouchers for California purchasers and lessees of hybrid and zero-emission trucks and buses on a first-come, first-served basis. In addition, HVIP provides increased incentives for zero-emission trucks and buses located in disadvantaged communities.  Trucks and buses that are equipped or repowered with the Cummins Westport 8.9-liter and soon to be released 11.9-liter engine are also eligible for vouchers.

Manufacturers must apply for CARB approval of their vehicle or engine, including hybrid and zero-emission vehicles, low NOx engines, new vehicles equipped with electric power take-off systems (ePTOs), and low NOx engines in order for them to become eligible.

HVIP policy is updated each year as part of an annual funding plan.  CARB approved the Fiscal Year 2016-17 Low Carbon Transportation Investments and AQIP Funding Plan (Funding Plan) in late June 2016.  Modifications to the Funding Plan were approved in late October 2016. The Fiscal Year 2017-18 Funding Plan for Clean Transportation Incentives will be presented for Board approval in fall 2017.
