CAP AND TRADE

California lawmakers offer a plan to extend the state's
cap-and-trade program (2nd item in digest).  A group of
lawmakers, including some who have been skeptical of global
warming regulations, introduced legislation on Thursday to ensure
that California's cap-and-trade emissions control program remains
a permanent part of the state's climate

CLIMATE CHANGE

Lowest temperatures in decades in parts of eastern Europe. 
Authorities dug out stranded residents as heavy snow blanketed
Eastern Europe Wednesday and people struggled with travel delays,
power outages and subzero temperatures. Homeless people and
migrants were among those most at risk. The recent cold snap has
now been blamed for at least 73 deaths, and seen the lowest
temperatures for decades in some parts.

Massachusetts judge requires Exxon to hand over climate
documents. A Massachusetts judge has refused to excuse Exxon
Mobil Corp from a request by the state's attorney general to hand
over decades worth of documents on its views on climate change,
state officials said on Wednesday.

Climate changing for "green bonds" even in face of Trump
skepticism. A niche market in debt raised to fund environmental
projects may be set for significant growth and could make a
bigger contribution to the trillions of dollars needed to stop
the world overheating. The volume of "green bonds" with proceeds
earmarked for investments such as a wind farm or a low carbon
transport network nearly doubled in 2016.

Ethanol, conservation cause 'significant' drop in GHGs — USDA.

Officials: More than 40 percent of California out of drought.
More than 40 percent of California has emerged from a punishing
drought that covered the whole state a year ago, federal
drought-watchers said Thursday, a stunning transformation caused

VEHICLES

Zero-emission boat prepares for round-the-world odyssey. The
first self-sufficient boat powered only by emission-free energy
will start a six-year trip around the world in the spring. Energy
Observer, a former multi-hull race boat converted into a green
vessel equipped with solar panels, wind turbines and a hydrogen
fuel cell system, will be powered by wind, the sun and
self-generated hydrogen.

FIAT/CHRYSLER (FCA)

US gov't accuses Fiat Chrysler of cheating on emissions. The U.S.
government is accusing Fiat Chrysler of failing to disclose
software in some of its pickups and SUVs with diesel engines that
allows them to emit more pollution than allowed under the Clean
Air Act. The Environmental Protection Agency said Thursday it had
issued a "notice of violation" to the company that covers about
104,000 vehicles including the 2014 through 2016 Jeep Grand
Cherokee and Ram pickups…

VW RECALL

Indicted VW exec seeking release on bail over US objection. A
high-ranking Volkswagen AG executive indicted in the company's
U.S. emissions scandal is seeking release on bail over the
objections of federal prosecutors. A detention hearing for
48-year-old Oliver Schmidt is scheduled Thursday in Miami, where
