CAP AND TRADE

Inslee proposes carbon tax to help fund schools. Washington Gov.
Jay Inslee (D) proposed a $25-per-ton carbon tax yesterday as
part of a wider budget plan aimed at patching an education
funding gap. The announcement, made during a press conference in
a Tacoma classroom, comes just over a month after Washington
voters resoundingly defeated a carbon tax proposal at the polls.

AIR POLLUTION

Paramount residents fear sickness linked to toxins discovered in
air. The hours-long town hall meeting on Monday – at times
raucous – came ahead of an administrative hearing Wednesday, at
which regulators will try to force two metal processing
facilities to stop releasing elevated levels of hexavalent
chromium, a carcinogen known to cause cancer.

King tides expected to have more impact as sea levels rise. As
she stood at the edge of the Embarcadero on Tuesday, the bay
waters surging high but rarely spilling toward her feet, Lori

World's largest avalanche meets warming in Tibet. On a chilly

California governor seeks permanent ban on offshore drilling.
California Gov. Jerry Brown on Tuesday asked President Barack
Obama to permanently ban new offshore oil and gas drilling in the
state before he leaves office. If Obama agrees, the edict would
set up a potential showdown with the incoming administration of
Donald Trump. Brown said he didn't know if Trump would have the
authority to overturn a permanent prohibition.
