arbcombo -- Grant Solicitation for HVIP and Low NOx Engine Incentives for FY 2016-17

The California Air Resources Board (ARB or the Board) is pleased to announce its grant solicitation for an administrator to implement the Hybrid Truck and Bus Voucher Incentive Project (HVIP), and Low NOx Engine Incentives administered through HVIP for Fiscal Year (FY) 2016-17. The solicitation includes the option for new Grant Agreements for each of the following two fiscal years: • FY 2017-18 • FY 2018-19 The current funding available for FY 2016-17 is $13 million for HVIP and $23 million for Low NOx Engine Incentives for a total of $36 million. HVIP is intended to encourage and accelerate the deployment of new hybrid and zero-emission trucks and buses in California. HVIP provides vouchers for California purchasers and lessees of up to $95,000 for zero-emission trucks and buses, and up to $30,000 for eligible hybrid trucks, and buses on a first-come, first-served basis. In addition, HVIP provides increased incentives for fleets located in or serving disadvantaged communities. These fleets qualify for vouchers up to $110,000 for zero-emission trucks and buses. ARB’s optional low NOx standards allow manufacturers the ability to certify heavy-duty vehicle engines to NOx emission levels that are up to 90 percent lower than today’s mandatory diesel emission standards. Incentivizing deployment of these engines coupled with renewable fuels is an important strategy for achieving greenhouse gas and criteria pollutant emission reductions in the heavy-duty sector. Implemented through HVIP, the low NOx engine incentive project is intended to fund the incremental cost of a heavy-duty vehicle engine above the purchase and installation costs of a conventional heavy-duty vehicle engine with the same fuel type and other characteristics. A maximum of $25,000 per engine incentive is available for the certified 8.9 liter natural gas engine that utilizes 100 percent renewable fuel, enforceable by a three year renewable fuel contract. Background: ARB’s HVIP and Low NOx Engine Incentives are intended to encourage and accelerate the deployment of zero emission truck and buses, vehicles using engines that meet the optional low NOx standard, and hybrid trucks and buses in California. Vouchers are available to individuals, businesses, non-profits, or government entities based in California or have a California-based affiliate. Truck or bus leasing/rental agencies based outside of California are also eligible if vehicles are leased/rented to entities that meet all HVIP and low NOx engine incentives operational, reporting, and other applicable requirements.
