PARIS AGREEMENT

Marrakech climate talks show there is no turning back on clean
energy transition.
As the dust settled on the arid grounds at the closing of COP22
in Marrakech – with the ripple effects of the monumental U.S.
election hovering in the air – a sense of determination and
resolve persisted. Nearly one year after the world came together
to forge the groundbreaking Paris Climate Agreement and only
weeks after the accord officially entered into force in record
time, the conversation has shifted to concrete action.

China could take leadership role in Paris climate change deal if
Trump pulls U.S. out. 
A U.S. withdrawal from the Paris climate change agreement is
unlikely to scuttle the international deal, but it could instead
see China take on a leadership role, experts say. "I think a lot
of it will fall upon the shoulders of China," said Henrik Selin,
director of curricular innovation and initiatives at Boston
University's Frederick S. Pardee School of Global Studies.

AIR POLLUTION

European parliament passes watered-down draft law on air
pollution.
The European Parliament passed a new draft law on air pollution
on Wednesday that the European Commission and several members of
parliament (MEPs) said was not enough to cut emissions to World
Health Organization standards. The law, which has taken almost
three years to get through parliament, aims to halve the number
of premature deaths caused by air pollution from more than
400,000, and targets the many EU states already in breach of
existing air pollution limits.

Europe air pollution causes 467,000 deaths a year: report.
Almost nine out of 10 European city dwellers breathe air that is
harmful to their health, though the continent’s air quality is
slowly improving, the European Environment Agency (EEA) said
Wednesday. Air pollution remains the single largest environmental
cause of premature death in urban Europe, and was linked to
around 467,000 early deaths in 41 European countries in 2013,
according to an analysis of data from more than 400 cities.

Two Children, One Rich, One Poor, Gasping for Air in Delhi’s
Smog.
In the dense smog that engulfed India’s capital early this month,
a baby named Vaishnavi gasped through the night. Inside the
concrete room that her father and mother rent for $20 a month,
they took turns staying up, laying a hand on her rib cage,
feeling it move up and down. Her coughing fits became so violent
that she vomited, milk mixed with ropes of sputum. Three times
they thought she would not survive until morning.

CLIMATE CHANGE

In Shift, Trump Says Humans May be Causing Global Warming.
President-elect Donald Trump appears to be softening his tone on
whether climate change is real and on his stated plans to scrap
the recent multinational agreement to limit carbon emissions. In
a wide-ranging interview on Tuesday with editors and reporters at
The New York Times, Trump said he would "keep an open mind" about
the Paris accord, which he has repeatedly said he planned to
either renegotiate or cancel if elected.

With waning US leadership on climate, nonstate actors to play
outsize role.
Until recently, the international climate negotiation process
revolved strictly around high-level conversations between nation
states. However, this is changing in a way that may lead us to

Climate changing 'too fast' for species.
Many species will not be able to adapt fast enough to survive
climate change, say scientists. A study of more than 50 plants
and animals suggests their ability to adapt to changes in
rainfall and temperature will be vastly outpaced by future
climate change. Amphibians, reptiles and plants are particularly
vulnerable, according to US researchers.

Washington State Youth Sue Government Over Climate Change.
Eight children asked a judge to find Washington in contempt for
failing to adequately protect them and future generations from
the harmful effects of climate change, part of a nationwide
effort by young people to try to force action on global warming.
The petitioners, between 12 and 16 years old, asked a state judge
Tuesday to step in and require the state Department of Ecology to
come up with science-based numeric emissions reductions.

U.S. ups 2017 biofuels requirements in victory for Big Corn.
The U.S. government on Wednesday issued final requirements for
biofuel use for next year, saying energy companies must boost the
amount of renewables in the nation's fuel supply in a move that
drew praise from the biofuels sector after years of criticism.
The Environmental Protection Agency (EPA) in a statement set the
target for total renewable fuel use at 19.28 billion gallons for
2017. That includes 15 billion gallons for conventional biofuel,
which is mainly corn-based ethanol, and 4.28 billion gallons for
the advanced biofuels mandate, confirming figures Reuters
previously reported.

RENEWABLE ENERGY

Trump may not snuff out renewable energy industry despite his
doubts on climate change.
As a candidate, Donald Trump called global climate change a hoax,
said he wanted to throw out international climate agreements and
put fossil fuels at the center of his energy agenda. Though
President-elect Trump stepped back from some of his more fiery
rhetoric on environmental issues this week, uncertainty remains
among investors.

Florida City Commits To 100 Percent Renewable Energy.
St. Petersburg, Florida, is the 20th U.S. city, and the first in
Florida, to commit to using 100 percent clean, renewable energy,
according to an announcement this week from the environmental
organization Sierra Club. The St. Petersburg City Council
approved the measure unanimously. The latest commitment to using
renewable energy from St. Petersburg follows an executive order
this year from Mayor Rick Kriesman that set the goal of
eventually getting to net-zero energy use. The city reportedly
approved allocating $250,000 of settlement funds from the BP oil
spill toward a so-called roadmap to transition to 100 percent
renewable energy. The massive 2010 BP oil spill, also known as
the Deepwater Horizon oil spill, devastated the Gulf of Mexico
and various Florida communities.
