Europe at Risk of Missing 2030 Climate Goal, Researchers Say. The
European Union risks missing its climate goals for the coming
decades unless it strengthens pollution-reduction policies,
according to the Institute for Sustainable Development and
International Relations. Despite significant progress in cutting
carbon dioxide and improvement in energy efficiency, the EU may
miss its target of cutting emissions by at least 40 percent by

Japan ratifies Paris Agreement after the pact enters into force.
Japan on Tuesday ratified the 2015 Paris Climate Change Agreement
to cut emissions and prevent climate change, four days after the
global pact officially entered into force. The agreement seeks to
wean the world economy off fossil fuels in the second half of the
century, limiting the rise in average world temperatures to "well

Global 'greening' has slowed rise of CO2 in the atmosphere, study
finds. Increased growth of plants fertilised by higher CO2 levels
is only partly offsetting emissions and will not halt dangerous
warming, scientists conclude. A global “greening” of the planet
has significantly slowed the rise of carbon dioxide in the
atmosphere since the start of the century, according to new

Climate change depleting the planet's stratosphere. Climate
change is responsible for shrinking the Earth's stratosphere,
according to scientists from NASA. The experts noted that the

Ralph Cicerone, Scientist Who Sounded Climate Change Alarm, Dies
at 73. Ralph J. Cicerone, who as a researcher and the president
of the National Academy of Sciences issued an early warning about
the grave potential risks of climate change, died on Saturday at
his home in Short Hills, N.J. He was 73. His death was announced
by the academy, which he headed from 2005 until last June. It did
not provide the cause.

OPINIONS

Look to California to meet Paris climate goals. California’s
bipartisan leadership on the environment stretches from the
towering influence of John Muir, to tailpipe standards that
provided a model for the federal Clean Air Act, to today’s
efforts to reduce greenhouse emissions and expand renewable
energy. That leadership is especially important now, as it can
help the U.S. achieve its commitments under the global Paris
Agreement on climate change, which entered into force on Nov. 4.

This really is a climate change election. If you only paid
attention to the really big moments in this year’s presidential
election — the debates and the conventions and the Access
Hollywood video scandals — then you might have missed that
climate change actually played a big role in 2016. No, this was

California Cap and Trade Invests in Equity. This fall, California
solidified an ambitious and deep reduction strategy for
greenhouse gas emissions in Senate Bill 32 (a 40% reduction below
1990 levels by 2030). The current targets (a return to 1990
levels by 2020) are being effectively achieved under the present
cap and trade system—serving as the starting point to develop a
system that can efficiently achieve these deep targets.
