California tightens climate change rules under bills signed by
governor. California will tighten controls on greenhouse gas
emissions from vehicles, factories and public utilities under a
pair of bills signed on Thursday by Democratic Governor Jerry
Brown. The measures in the most populous U.S. state would extend
by 10 years California's main greenhouse gas reduction program
and beef up oversight of the state agency charged with
implementing it.

DOE awards $13M to study methane emissions. The Obama
administration announced yesterday it will pour $13 million into
studying methane emissions from the natural gas supply chain and
technology to reduce leaks. Twelve multiyear research projects in
Colorado, Hawaii, Illinois, New Jersey, Pennsylvania and Texas
will receive funding from the Department of Energy as part of a
new initiative by the Office of Fossil Energy.

VW RECALL

Veteran VW Engineer Is First Charged in U.S Emissions Probe (2).
A veteran Volkswagen AG engineer pleaded guilty to conspiring to
defraud U.S. regulators and customers, the first criminal charge
in the Justice Department’s year-long investigation into the
company’s rigging of federal air-pollution tests. The engineer,
James Liang, who entered his plea in Detroit federal court on
Friday, is cooperating with the investigation, increasing
pressure on higher-ranking officials of the company.
