CAP AND TRADE

Low prices darken cap-and-trade program. The lower-than-expected
price of carbon permits continues to challenge California's
cap-and-trade program. While officials had initially expected
carbon permits to eventually be sold at $50 per metric ton of
carbon dioxide, they are currently priced at $12. Companies are
steering clear of the permits, partly because of the legal issues
surrounding the program…

CLIMATE CHANGE

Blame Global Warming for Your Bad Attitude. Climate change is
making us angry. It may also cause more assaults, murders, and
even poor math grades for your kids. It doesn’t take a PhD to see
that climate affects our lives. Anyone who lives far enough from
the equator can tell just by opening the closet. It takes a lot
of scientists, however, to reveal how climate affects
us—particularly as our climate changes.

California tightens climate change rules under bills signed by
governor. California will tighten controls on greenhouse gas
emissions from vehicles, factories and public utilities under a
pair of bills signed on Thursday by Democratic Governor Jerry
Brown. The measures in the most populous U.S. state would extend
by 10 years California's main greenhouse gas reduction program
and beef up oversight of the state agency charged with
implementing it.

How California defines a ‘disadvantaged community’ to get state
money. As lawmakers rushed to finish their business for the year
last month, some of the most significant bills dealt with the
state’s climate-change goals and cutting emissions of
heat-trapping greenhouse gases. The closed-door negotiations and
floor debates also underscored the Legislature’s intent that

To chagrin of big oil, biz, GOP, California charts cleanest U.S.
emissions goals yet. A decade ago, California vowed to
dramatically slash greenhouse gas emissions by 2020. With the
nation’s most populous state on pace to meet that target, Gov.
Jerry Brown on Thursday charted a new goal to further cut carbon
pollution by extending and expanding the landmark climate change
law.

The Curious Case of a Climate Denier and a Utilities Conference.
Are some utilities managers, even in pro-climate New England, so
far behind the science that they would invite a speaker arguing
fossil fuels don't warm the planet? At the Northeast Public Power
Association's annual conference in Lake Placid, N.Y. last month,
what was billed as a "common sense" discussion on climate change
was actually a talk…

Amid climate concerns, nuclear plants feel the heat of warming
water. Nuclear power proponents say the energy source is crucial
to reducing the impact of climate change. But ironically, “We’ll
have to solve global warming if we want to keep using nuclear
power,” says Union of Concerned Scientists nuclear safety expert
Dave Lochbaum. That’s because nuclear power plants need large
amounts of water for cooling…

DROUGHT

Here's why area water officials may need to worry about new
drought plan. Southern California showed one of the largest drops
in water conservation of any part of California. Statewide water
conservation numbers dropped again in July, the second month of
the state’s new, relaxed plan to save water during a record
drought.

green-energy companies try to gain a competitive advantage. When
lawmakers began a heated debate about climate change legislation

complex and valuable parts, however, came from Europe.

to have to stop bad trade deals like the Trans-Pacific
