The California Air Resources Board (ARB) has posted a Commercial
Harbor Craft (CHC) Regulatory Advisory:  . 

Advisory Number 310: Implementation of the Commercial Harbor
Craft Regulation

This advisory assures commercial harbor craft (CHC)
owners/operators that in-use diesel-fueled Tier 2 engines are
compliant with the in-use engine emission limits and compliance
schedules of the ARB’s Commercial Harbor Craft regulation,
California Code of Regulations, title 17 § 93118.5, subsection
e)(6), In-Use Engines and Vessels - Schedules for Meeting Tier 2
or Tier 3 Standards.  These engines may be certified to either
United States Environmental Protection Agency (U.S. EPA) Tier 2
or newer marine engine emission standards or U.S. EPA or
California Air Resources Board’s (ARB) Tier 2 or newer certified
off-road or nonroad compression-ignition engine emission
standards, and include engine model years 2007 and earlier.  The
advisory also provides information on how to determine the tier
standard that an engine is certified to.

Background: The CHC regulation was adopted in November 2007 and
became effective in January 2009.  Commercial harbor craft
include, but are not limited to, crew and supply vessels,
commercial fishing vessels, ferries, excursion vessels, pilot
boats, tugboats, towboats, barges, dredges, and workboats.  The
CHC regulation has reporting, recordkeeping, and monitoring
requirements.  In addition,  the CHC regulation requires existing
Tier 1 and earlier auxiliary and propulsion engines on in-use
ferries, excursion vessels, tugboats, towboats, crew and supply,
barges, and dredges to meet U.S. EPA Tier 2 or Tier 3 marine 
engine standards in effect at the time compliance is required. 
This regulation is part of ARB’s ongoing effort to reduce diesel
particulate matter in communities located near ports.
