CAP AND TRADE

California to Extend Cap-and-Trade System to 2050.
California Gov. Jerry Brown’s administration yesterday released a
plan to extend the state’s landmark cap-and-trade program in a
bid to slash greenhouse gas emissions through midcentury. The
California Air Resources Board (ARB) proposed amendments to the
program yesterday evening that envision a carbon market through
2050 with increasing allowance prices, sending a signal to
businesses that have been waiting to see if they should keep
participating in the state’s quarterly auctions.

California's key climate change program aims for new life.
In advance of a political showdown in the state Legislature, Gov.
Jerry Brown’s administration made its first formal effort Tuesday
to extend the life of the program central to California’s bid to
combat climate change. The California Air Resources Board, which
is controlled by the governor, released a planthat would continue
the state’s cap-and-trade program to cut carbon emissions beyond
2020, the date when the program currently expires.

AIR POLLUTION

Hong Kong air pollution still far exceeds WHO levels and
worsening, concern group finds.
Concentrations of nitrogen oxides in the air in Hong Kong have
consistently surpassed maximum safe levels set by the World
Health Organisation in the last five years, with average roadside
emissions in Central, Causeway Bay and Mong Kok nearly 2.5 times
higher, according to a mid-year review by a concern group. The
Clean Air Network believes the source of such persistent roadside
NOx pollution is traffic congestion spurred by uncontrolled
growth in the number of private cars – at least 4.6 per cent per
year – in the last decade.

Price of Cleaner Air in China? $213 for Five Years, Study Shows.
Experts have calculated the cost of pollution in China for years,
weighing the drag on productivity from medical costs, factory
closures and traffic restrictions. Now economists say they know
exactly how much consumers are willing to pay to clean their own
air. Chinese consumers are willing to pay $5.46 on average to
remove each microgram of pollutant per cubic meter of air,
according a new paper by environmental economists Koichiro Ito
from the University of Chicago and Shuang Zhang of the University
of Colorado at Boulder. That works out to spending about $213
over five years, according to their study tracking air purifier
buying habits in 81 Chinese cities over seven years.

Global Air Pollution Map Pinpoints the Most Unhealthy Cities.
Air pollution data recently released by the World Health
Organizationreveals that the majority of cities breathing the
unhealthiest air are located in China and India, with a swath
stretching across the Middle East and into Eastern Europe. The
WHO data is not comprehensive—with virtually no data from Russia
or large swaths of Africa or South America—but it illustrates the
impact of decades of regulation in North America, Europe and
Australia, where air quality is generally better.

Advisory Panel Appointed to Reduce Air Pollution From Port of Los
Angeles.
Mayor Eric Garcetti on Tuesday announced the appointment of an
advisory panel tasked with reducing air pollution from the Port
of Los Angeles by expanding the use of zero-emissions technology.
The 10-member Sustainable Freight Advisory Board, made up of
representatives from industry, environmental groups, labor, and
air quality agencies, will advise the city-owned port on how to
work with manufacturers to develop and deploy cleaner trucks,
trains, ships and cargo-handling equipment.

Mayor Eric Garcetti unveils new push toward greener Port of Los
Angeles.
Against the backdrop of a Port of Los Angeles terminal where a
costly, massive experiment in green technology is unfolding,
Mayor Eric Garcetti and port officials Tuesday offered their
latest effort to push the region toward a greener future.
Garcetti announced the formation of a 10-member freight advisory
committee — made up of environmentalists, shippers and community
members — focused on reducing emissions.

Environment group challenges ministry moves to tackle air
pollution in Ostrava.
The Czech Republic’s third biggest city, Ostrava, and the
surrounding area has the sad reputation as one of the worst air
pollution sites in the whole of Europe. The Czech government has
promised improvements to remedy a smog that is a feature every
winter but those steps are simply not clear or ambitious enough
according to a local environment organization which has now taken
legal action.

CLIMATE CHANGE

How climate change could threaten Wall Street.
Is climate change bad for business? According to the Global Risk
Institute (GRI), a nonprofit based in Toronto, it may be. In a
new report, GRI warned that global warming could present
significant risks for financial institutions. “Given the
financial service industry's heavily integrated role in society,
it is particularly susceptible to the risks associated with
climate change,” GRI wrote in its report. “It must therefore
ensure that proper climate change strategies and risk management
procedures are in place in order to remain viable.”

Number of Americans 'Alarmed' by Climate Change Rises in Latest
Poll.
A new analysis of voter preferences shows more Americans are
passionate or "alarmed," about climate change, with the
percentage of poll respondents in this category rising sharply to
17 percent compared to 12 percent last year. Researchers polled
1,204 eligible American voters four months ago and used their
responses to classify what they call "Six Americas"—six
categories of people based on their opinion on climate change.
These categories ranged from "alarmed" to "dismissive." About 10
percent of the respondents were classified as dismissive, which
was not a statistically significant drop from 11 percent in
2015.

Sanders’ final win: Climate action in the Democratic platform.
Pushed left by backers of Senator Bernie Sanders, Democratic
leaders adopted a draft platform over the weekend that commits
the party to a more aggressive stance on climate change — more
aggressive, in some areas, than the positions of the party’s
presumptive nominee. Appointees of Sanders and Hillary Clinton
met in Orlando to hammer out the party’s policy goals in advance
of the Democratic National Convention in Philadelphia later this
month, where the platform will be formally adopted by delegates.

Donald Trump's climate change denial puts him at odds with 195
nations' leaders.
If elected president, Donald Trump would be the only head of
state in the world to contend that climate change is a hoax,
according to a study. The Sierra Club compiled public statements
from the leaders of the 195 nations recognized by the State
Department. An advance copy of the group's report, to be released
Tuesday, was provided to The Associated Press.

DROUGHT

California’s drought may be easing, but fight over water
persists.
California Republicans are spreading out their bets in their
annual effort to steer more water to the state’s farmers. In the
absence of negotiations, such tactics matter most right now.
Framed by a hearing Tuesday, the GOP-controlled House of
Representatives will vote this week on whether to retain
farmer-friendly California water provisions in an Interior
Department funding bill for the fiscal year that begins in
October. Whether this vehicle succeeds where others have failed
will probably be known only after the November elections.

GREEN ENERGY

Green energy industry created about 30,000 blue collar jobs in
California, study finds.
For years, Elohim Cofield hopped from job to job without landing
a stable career that supported him and his family. His luck
changed two years ago when he joined an apprentice program that
promises steady work at more than $40 an hour installing solar
panels and other energy infrastructure. “This has allowed my
family to grow from an apartment to a home,” said Cofield, a
Sacramento resident with six children.

The future grid: One giant electricity market for the West?
Welding the separate, balkanized power grids that cover the
Western United States into one massive regional electricity
market could cut the costs of California’s climate change goals,
according to a state-sponsored report issued Tuesday. A regional
power market could lower by as much as $1.5 billion per year the
cost of getting 50 percent of the state’s electricity from
renewable sources, while reducing greenhouse gas emissions across
the West, according to the report.

OPINION

More must be done to fight climate change.
The latest report by a German think-tank showing Thailand as one
of the countries most devastated by climate-related disasters
demands that prompt action be taken to tackle this problem. The
Global Climate Risk Index released in November 2015 by
Germanwatch reflects the extent to which countries have been
affected by weather-related events from 1995-2014. Thailand is
the ninth most devastated by climate-related disasters during
this period. The report ranked a total of 187 countries.
