has sent the final version of proposed guidelines to aid local
air pollution regulators in overseeing the oil and gas industry

CLIMATE CHANGE

U.S. Virgin Islands to withdraw subpoena in climate probe into
Exxon. The U.S. Virgin Islands' attorney general on Wednesday
agreed to withdraw a sweeping subpoena issued against Exxon Mobil
Corp as part of a push by a coalition of state prosecutors to try
to investigate whether the world's largest publicly traded oil
company misled the public about climate change risks.

UPDATE 2-UK sets 2032 climate goal, allays ambition fears.
Britain on Thursday set a target to reduce emissions by 57
percent by 2032, allaying fears the country's climate ambitions
would become one of the first casualties of last week's Brexit
vote. The target, based on 1990 levels, was suggested last year
by a government advisory body, the Committee on Climate Change,
as a part of Britain's fifth carbon budget (2028-2032).

Brexit spells end to EU leadership in climate diplomacy.
Britain's exit dashes the European Union's leadership ambitions
on efforts to slow climate change, leaving the bloc on the
sidelines while others endorse the global pact it championed to
curb greenhouse gas emissions. Last week, EU environment
ministers jointly called for action "as soon as possible" to
avoid being absent…

Merkel Weighs Pollution Goal That Would Spur More Electric Cars.
Chancellor Angela Merkel’s government is working on targets to
cut pollution on Germany’s roads that may effectively force
carmakers to switch most of their sales to electric vehicles by

GREEN ENERGY

Why the popularity of solar in the Inland Empire is good news for
green energy’s future. California is easily the top state in the
country in developing its clean-energy industry, leading all
other states in solar energy production, electric and plug-in
hybrid vehicle sales and the number of clean-energy patents
issued…

OPINIONS

California is headed toward a decision it will regret. Even as
new research from Stanford University suggests drought-stricken
California has a bonanza of underground water in areas where oil
companies operate, state regulators are planning to ask the
Environmental Protection Agency to exempt a substantial number of
aquifers from rules meant to prevent oil industry pollution
[“Study: California sitting on vast water reserve,” Politics &
the Nation, June 28].

China is leading the way on climate change, and the US should be
ashamed. China will soon surpass the U.S. to become the world's
largest economy. And now it is poised to overtake this country by
yet another metric: environmental protection. In an unexpected
development, China - known for its choking urban pollution and
notorious Three Gorges Dam…

VW’s settlement could spawn innovation. Its reputation in
tatters, Volkswagen is seeking to move past its lies by paying
$14.7 billion in a nationwide settlement of civil claims over
defeat devices it installed so its dirty diesel-powered cars
would pass smog tests. Attorney General Kamala Harris and
California Air Resources Board chairwoman Mary Nichols held a
news conference Tuesday and rightly took credit…

Gov. Brown a budget hawk, except for high-speed rail. The Vallejo
Times Herald published this editorial on June 27: The backers of
California's high-speed rail continue to perpetuate the myth that
if they build it, the money will come. When voters in 2008
approved state bonds for part of the project, we were promised a
$45 billion system stretching from San Diego to Sacramento.
