CAP AND TRADE

Is California's cap-and-trade climate policy in jeopardy? The
linchpin of California's climate change agenda, a program known
as cap and trade, has become mired in legal, financial and
political troubles that threaten to derail the state's plans to
curb greenhouse gas emissions. The program has been a symbol of
the state's leadership…

AIR POLLUTION

Panel to take up bill that would delay ozone rule. It won't be
until October 2017 that U.S. EPA plans to designate the
communities unable to meet its latest ambient air quality
standard for ozone. But that schedule is already rattling some
areas of the country and the politicians who represent them.
Earlier this month, the House passed H.R. 4775, which would roll
back implementation of the 70 parts per billion…

CLIMATE CHANGE

With Climate Change, Doing the Math Matters. Skeptics sometimes
say that there’s no need to rush in addressing climate change --
that our constantly increasing wealth will eventually make the
problem relatively inexpensive to solve. Thanks to some careful
mathematical research, that argument is looking increasingly
wrong. Placing a value on something that may happen 50 or 100
years from now isn’t easy.

Obama at Yosemite attacks 'lip service' to natural beauty amid
climate inaction. Barack Obama warned on Saturday that climate
change could ravage many of America’s vaunted national parks,
criticizing political opponents who “pay lip service” to areas of
natural beauty while opposing efforts to reduce greenhouse gas
emissions.

Dem platform committee probes way forward on climate issues.
Nearly two dozen green activists and experts pushed members of
the Democratic platform committee on Friday to adopt strong
environmental policies in the platform set to be released this
summer. Committee members pressed the experts on how far they
should go to address climate change in their platform…

DIESEL ACTIVITIES

Can new technology win in war on diesel trucks? Some say
reworking diesel trucks is the better way to go; many operators
hanging on to older, more polluting trucks. Southern California’s
anti-smog regulators opened a new front on the war on heavy-duty
diesel trucks by joining a coalition of agencies stretching from
Washington state to New York last week.

FUELS

Gas prices drop nearly a penny, still average $2.37 a gallon. The
average price of gasoline has leveled off to $2.37 for a gallon
of regular unleaded. Industry analyst Trilby Lundberg said Sunday
that the price dropped nearly a penny since peaking two weeks
ago. The slight decline came after nearly three months of rising
prices.

VW RECALL

VW Rises on Steps to Recover From Emissions-Cheating Scandal.
Volkswagen AG rose the most in two months as the German carmaker
showed signs of making progress in its efforts to emerge from the
emissions-cheating scandal, with plans to submit a $10 billion
settlement in the U.S. The U.S. offer includes about $6.5 billion
for car owners and $3.5 billion for the U.S. government…

VW Said Ready With $10 Billion Diesel Plan, to Devise Fix Later.
Volkswagen AG will submit its $10 billion plan this month to fix
a half-million emissions-cheating cars or get them off U.S. roads
even though it’s awaiting regulators’ sign-off on how to retrofit
the vehicles, a person familiar with the matter said. About $6.5
billion will go to car owners and $3.5 billion to the U.S.
government and California regulators…

Former Volkswagen CEO investigated over emissions scandal. German
prosecutors are investigating former Volkswagen CEO Martin
Winterkorn and another unnamed executive over allegations they
didn’t inform investors soon enough about the company’s scandal
over cars rigged to cheat on U.S. diesel emissions tests.

European commission warned of car emissions test cheating, five
years before VW scandal. Documents seen by Guardian show that the
commission’s in-house science service told it in 2010 that tests
had uncovered what researchers suspected to be a ‘defeat device’.
The European commission was warned by its own experts that a car
maker was suspected…

GREEN ENERGY

As Wind Power Lifts Wyoming’s Fortunes, Coal Miners Are Left in
the Dust. After Kullin Orcutt lost his job at the Peabody coal
mine this spring, he knew what he needed to do: join the exodus.
“Leave Gillette, leave the state,” he said. Mr. Orcutt is a
third-generation miner and one of 592 coal workers who have been
laid off here since January. Thousands more job cuts are expected
this summer.

OPINIONS

Two Can Play at Climate ‘Fraud’ If Exxon can be sued, why can’t
Al Gore for exaggerations that help his investments? Eric
Schneiderman and Sheldon Whitehouse, call your office. The New
York Attorney General and Rhode Island Senator who helped to
launch the prosecution of dissent on climate change may not like
where their project is headed.
