Air Resources Board (ARB or Board) staff will be making available
a 2030 Target Scoping Plan Concept Paper and Updated GHG
Inventory  on Friday, June 17, 2016, at 3:00 PM (Noon) PT. 
2030 Target Scoping Plan Concept Paper

The 2030 Target Scoping Plan Concept Paper provides an additional
opportunity for public and stakeholder engagement and input prior
to release of the Draft Scoping Plan later this year.  The intent
of the paper is to inform an ongoing stakeholder process for how
to most effectively achieve a 40 percent reduction in GHG
emissions by 2030 as compared to 1990 statewide GHG emissions. 
The content of this paper has been informed by several public
workshops and meetings held to date, beginning with the
Governor’s Climate Change Strategy Pillar Workshops held in
summer 2015.  Since then, ARB staff, in collaboration with other
State agencies, has held numerous public workshops to develop the
Draft Scoping Plan, including several Environmental Justice
Advisory Committee meetings, a public meeting to discuss the
greenhouse gas (GHG) modeling and economic analysis that will be
included in the Draft Scoping Plan, and other sector-specific
public workshops.  These multi-agency meetings provided State
agencies the opportunity to share their near- and long-term
visions for climate policy and actively solicited the public’s
comments, concerns and questions.

Greenhouse Gas Inventory

Pursuant to Assembly Bill 1803 (H&SC §39607.4) and the California
Global Warming Solutions Act of 2006 (AB 32), ARB is responsible
for developing and maintaining California’s inventory of GHG
emissions.  An updated GHG inventory is published annually to
reflect current data.  The new GHG inventory covers years 2000 to
2014.  The emission estimates are statewide estimates that rely
on state, regional or national data sources, and on aggregated
facility-specific emissions data reported under the Regulation
for the Mandatory Reporting of
Greenhouse Gas Emissions (MRR).  Accompanying the GHG inventory
data are three documents: (a) the “Trends of Emissions and Other
Indicators” report, which explains trends in statewide GHG
emissions from major sectors; (b) a Frequently Ask Questions
(FAQ) document that provides additional information related to
the inventory; and (c) “Inventory Updates Since the 2015 Edition
of the Inventory- Supplement to the Technical Support Document”
that describes the updates made to the inventory since the
previous inventory release.
