CAP AND TRADE

A primer on California's cap-and-trade market
California’s cap-and-trade system lets companies with higher
emissions purchase carbon allowances from companies not using
their entire share. The state uses the proceeds on projects like
high-speed rail, zero-emissions vehicles, low-income housing
retrofits and urban forestry. California’s cap-and-trade market
is a product of the state’s 2006 Global Warming Solutions Act,
which commits the state to reducing its emission of greenhouse
gases — primarily carbon dioxide — to its 1990 level by the year
2020.

Oregon Could Widen Carbon Trading across North America
Oregon regulators are studying how to design an economy-wide

AIR POLLUTION

Supreme Court rejects new challenge to Obama air pollution rule
The Supreme Court on Monday declined to consider a third request
from a group of states to overturn a sweeping Obama
administration air pollution rule. The states, led by Michigan
and joined by numerous business and energy interests, told the
court that the Environmental Protection Agency’s (EPA) 2012
mercury and air toxics standards rule for coal-fired power plants
is illegal, and a lower court erred when it refused to overturn
the regulation.

Air pollution linked to increased mental illness in children 
A major new study has linked air pollution to increased mental
illness in children, even at low levels of pollution. The new
research found that relatively small increases in air pollution
were associated with a significant increase in treated
psychiatric problems.

Air pollution could cost global economy $2.6 trillion a year
Delhi air pollution is the worst on earth 
Outdoor air pollution could cost the world a whopping $2.6
trillion a year, or 1% of global GDP, by 2060, says the study by
the Organization for Economic Cooperation and Development. The
costs are a result of sick days, medical bills and reduced
agricultural output.

Fontana gets large grant from state to help fight air pollution 
The California Air Resources Board presented a $9.1 million check
to SANBAG for the purchase of 27 zero-emission battery-electric
trucks for use in the cities of Fontana, San Bernardino, and
Commerce.  Two of the attendees at the ceremony were Fontana City
Councilmember Michael Tahan and Supervisor Josie Gonzales Fontana
is one of three Southern California cities which will benefit
from a large state grant to help fight air pollution.
