CAP AND TRADE

California sells 11 pct of carbon permits offered at May auction.
California sold just 11 percent of the carbon emission permits it
offered at auction last week, state environmental officials said
on Wednesday, a surprisingly poor showing that reinforced
criticism that the program has an oversupply of permits.
California and trading partner Quebec hold the quarterly auctions
as part of their cap-and-trade program…

EU’s Delbeke Backs Tighter Carbon Supply Over Price Floor (1).
The European Commission will not support a proposal to introduce
a price floor or corridor in Europe’s emissions market and
prefers supply controls to strengthen the system, according to
senior European Union official Jos Delbeke. The EU’s 28 national
governments and the European Parliament are discussing a reform
of the bloc’s Emissions Trading System…

AIR POLLUTION

China to build straddling buses on highways to cut back on air
pollution, traffic jams. China is giving its public
transportation a makeover. Transit Explore Bus, a Beijing-based
company, wants to install straddling buses on city highways in
order to cut back on air pollution and traffic jams. The
straddling buses can travel up to 40 miles per hour and transport
up to 1,400 people.

Urban air quality is getting worse, says UN. How can we improve
it? A United Nations report has found that urban air quality is
declining, but that there are ways to help. The air in cities is
getting worse, according to a United Nations report, but there
are ways individuals can help. A report by the United Nations
Environment Programme (UNEP) indicates that, between 2008 and
2013, urban air pollution levels have risen by 8 percent.

CLIMATE CHANGE

Exxon, Chevron shareholders reject climate resolutions.
Shareholders at Exxon Mobil and Chevron rejected resolutions
backed by environmentalists that would have pushed the companies
to take stronger stands in favor of limiting climate change.
Environmentalists took solace, however, that some of their ideas
gained considerable support.

New cloud formation discovery may lessen warming forecast. A new
discovery about how clouds form may scale back some of the more
dire predictions about temperature increases caused by man-made
global warming. That's because it implies that a key assumption
for making such predictions is a bit off.

Pollution From Canadian Oil Sands Vapor Is Substantial, Study
Finds. The amount of pollution created by vapor from Canada’s oil
sands, which contributes to climate change, ranks on par with
most major cities in North America, according to a new study by
the country’s environmental regulator that was published on
Wednesday.

Climate Change Activists Either Prod Exxon Mobil or Dump It.
Fight or flight? Those are, in essence, the two very different
approaches that the activist community is taking with Exxon Mobil
these days. One group is made up of investors who want to hold on
to their stakes in the company and prod the oil and gas giant,
through shareholder resolutions and by applying steady pressure…

Africa’s Most Vulnerable Face an Even Hotter Future. Already
home to some of the most environmentally vulnerable populations
on the planet, Africa looks to increasingly feel the sting of
climate change through more frequent, widespread and intense heat
waves. Extreme heat that would be considered unusual today could
become a yearly occurrence there by mid-century…

Carbon dioxide levels jump by record amount due to El Nino. The
amount of heat-trapping carbon dioxide in the air jumped by the
biggest amount on record last month, a rise amplified by El Nino,
scientists say. Carbon dioxide levels increased by 4.16 parts per
million in April compared to a year earlier, according to
readings at the National Oceanic and Atmospheric
Administration’s…

Carbon traders expect continued boost from Paris, but price
concerns linger. Alongside a host of climate finance pledges,
emission reduction targets and green growth plans, the Paris
Agreement crucially also included a commitment to support
emissions trading mechanisms. As a result, the wave of positivity
towards tackling climate change that has swept up many green
policy makers…

Governments raised $26bn from carbon pricing in 2015. Governments
around the world raised around $26 billion (£17.9bn) from
charging for carbon emissions. That’s an increase of 60% compared
to the previous year, according to the World Bank. Its ‘Carbon
Pricing Watch 2016’ report stated 40 countries and more than 20
cities, states and regions accounting for a quarter of all
greenhouse gas emissions have put a price on carbon.

DROUGHT

El Nino Couldn’t Save West From Drought, La Nina May Not Either.
El Nino couldn’t bail California out of an unprecedented drought.
Don’t count on La Nina to do any better. California, in its fifth
year of drought, gets most of its water from November to March.
The El Nino that’s been in place for about a year helped fill
some…

Water Supply Concerns As Drought Persists In Western U.S. There
was "minor improvement" in California drought conditions over the
past week. But as long-term drought persists throughout the west,
and storage levels drop, water supply concerns rise. The dry
summer months are ahead and it’s less likely that there will be
any dramatic improvement in the level of drought, or drought
intensity, in California.

California biofuel industry calls on state to allocate funding.
California’s biofuel industry is calling on state legislators to
allocate $210 million in the Governor’s Greenhouse Gas Reduction
Fund to incentivize in-state production of low carbon biofuels.
For the first time, biodiesel, ethanol and biomethane trade
associations and companies are united by the common goal of
getting the biofuel initiative passed as part…

Whatever Happened to Advanced Biofuels? Cellulosic ethanol
continues to struggle to use inedible crop waste to match ethanol
from corn—and fossil fuels. he Project Liberty plant is a
multi–$100-million effort to get ethanol for cars past the
obstacles of food-versus-fuel debates, farmer recalcitrance and,
ultimately, fossil fuels.

OPINIONS

Climate change is the most pressing issue of our time. So why
isn't it getting more play in the election? With the exception of
a handful of quacks and deniers, the vast majority of scientists
believe that human activity – primarily the burning of fossil
fuels – is driving up temperatures around the world, and that the
pace of global warming is accelerating faster than earlier
believed.

Editorial: Carbon tax costs climb. It is becoming more evident
that the NDP’s provincial carbon tax is destined to be a
boondoggle of epic proportions. The Rachel Notley government
introduced its new climate legislation Tuesday, and far from
allaying fears about the tax, it raises more concerns. We now
know, for instance, that the average family will pay between $70
and $105 a year…

5 Reasons the New Methane Standards Matter. With the new methane
standards announced by President Obama in the middle of May, the
U.S. moves further towards regulating the largely unchecked
natural gas industry. The standards will cut methane emissions
from new and modified extraction sites from the oil and gas
sector— in particular from hydraulic fracturing or fracking sites
that extract natural gas.
