AIR POLLUTION

U.S. preterm births tied to air pollution cost $4 billion a year.
U.S. premature births linked to air pollution cost more than $4
billion a year in medical care and lost economic opportunity, a
new analysis estimates. Almost 16,000 babies arrive early each
year due at least in part to air pollution, according to
researchers who analyzed air quality data and birth records.

Too early to hail dip in China's CO2, despite coal fall-study.
Reports of a historic dip in China's carbon dioxide emissions in
the past two years are premature because of uncertainty over data
showing the pace of a decline in coal use by the world's biggest
consumer, a study showed on Monday. The International Energy
Agency (IEA) has been among those saying that energy-related
carbon dioxide emissions by China…

EPA Defends Generation Shifting in Clean Power Plan. A Clean Air
Act requirement that the Environmental Protection Agency
determine the “best system” for cutting carbon dioxide emissions
is broad enough to encompass the reductions anticipated in the
Clean Power Plan, the agency argued in defense of the rule.

More than 150 L.A. child care centers dangerously close to
freeways. Culver City writer Tracey Moore loved everything about
her daughter’s daycare. It was close to her family’s house,
included some Spanish immersion, and her young child was smitten
with the staff. So when the owner informed parents she was
moving, there was unanimous consensus among families that they
would all follow her.

Using infrared cameras to control methane leaks. State and
federal officials are using infrared cameras more than ever to
detect methane leaks near drilling operations, and some oil and
gas companies fear they'll have to follow suit. The Obama
administration is working to cut emissions to limit the effects
of climate change. Part of those efforts is larger work to limit
methane emissions…

CLIMATE CHANGE

These Tiny Mangroves Hold Vast Stores of Carbon. Squat mangrove
forests that seem at first blush to simply eke by along the
coasts of Baja California are sitting on a big secret — one with
sweeping implications in an era of accelerating climate change.
Despite their diminutive appearance, scientists discovered that
these mucky coastal ecosystems store huge amounts of carbon,
helping to slow global warming.

Thirty Years of Climate 'Deception' Could Become Offense Under
New Calif. Law. By extending an existing law's statute of
limitations to 30 years, the new legislation would expose fossil
fuel companies like Exxon to greater liability. Fossil fuel
companies in California could face investigation under
legislation introduced by a state senator who says the proposed
law… http://insideclimatenews.org/news/29032016/new-law

California Bill Seeks Accountability from Fossil Fuel Companies
for Climate Science Deception. Climate Change Pollution Is
Damaging Public Health, Property and the Environment. A
California bill introduced today by Sen. Ben Allen (D-Santa
Monica) would extend the statute of limitations in state law to
enable law enforcement to hold fossil fuel companies accountable
for decades…

Calif. refines its definition of ‘resiliency’ What do mosquitoes,
toxic brownfield sites and water storage projects have in common?
They're all being studied by California for their potential
adaptation to climate change. The state has been at the forefront
of efforts to reduce greenhouse gases and now is turning its
attention to perhaps an even more daunting task: making itself
more resilient to the effects of rising global temperatures.

DROUGHT

4 things to know about federal drought legislation. Congress is
about to try again to help ease California’s drought. A handful
of bills – some new, some held over from last year – will come up
for debate in the weeks ahead. The subject is as partisan as the
presidential race, and a lot more complicated. That’s because,
when you get politicians involved in water, the debate becomes
fixated on righting perceived wrong.

FUELS

Sacramento-area gas prices continue to rise, now at $2.61 a
gallon. Sacramento-area gasoline prices rose another 8.3 cents
over the past week to an average $2.61 a gallon, according to
Monday’s report by national gas price tracker GasBuddy.com.
At-the-pump costs have spiked 44.5 cents in the past month, but
they’re 46.3 cents lower than the year-ago average.

EDF methane spokeswoman steps down. After a year and a half
handling public relations for the Environmental Defense Fund's
oil and gas campaigns, Anna Geismar has left the organization to
pursue freelance communications work from her Austin, Texas, home
base. At EDF, Geismar managed communications for the group's work
around methane emissions from energy operations and

VEHICLES

How GM plans to market Chevy Volt plug-in hybrid, Bolt EV
electric car. Hybrids are pretty well-known at this point, and
battery-electric cars are conceptually simple: You plug them in
like a mobile phone. But explaining plug-in hybrids to car buyers
at large—it's a hybrid, but it also plugs in, but only for
double-digit range—has proven to be very hard.

Fiat Chrysler is last Detroit maker to convert cars to use E15.
Corn growers and policymakers eager to blend greater amounts of
ethanol into U.S. gasoline supplies may have just achieved a
significant goal. Fiat Chrysler Automobiles (FCA) recently
approved E15 fuel for use in all of its 2016 models, making it
the last of the Detroit Three automakers to do so.

VW RECALL

U.S. FTC sues Volkswagen over diesel advertising claims. The U.S.
Federal Trade Commission on Tuesday sued Volkswagen Group of
America, saying the U.S. arm of the German automaker falsely
advertised more than a half million diesel vehicles as
environmentally friendly when it knew they were emitting excess
pollution. The FTC filed suit against the wholly owned Volkswagen
AG (VOWG_p.DE)…

HIGH-SPEED RAIL

What's ahead for bullet train funding? Hearing outlines the many
risks. About half of the funding needed to build an initial
operating segment of California's bullet train faces legal,
political and financial risks, state analysts told an Assembly
hearing Monday — although officials expressed confidence that
they could navigate any pitfalls. The oversight hearing focused
on a draft business plan released last month…

GREEN ENERGY

Study: California could get 74% of power from rooftop solar.
Rooftop solar panels could meet three-quarters of California's
electricity needs and about 40 percent of the country's
electricity needs, according to a new study from the National
Renewable Energy Laboratory. Researchers at the federally funded
lab, which is based in Colorado, had estimated in 2008 that
rooftop solar could…

New chemistries found for liquid batteries. Cambridge,
Massachusetts - Liquid metal batteries, invented by MIT professor
Donald Sadoway and his students a decade ago, are a promising
candidate for making renewable energy more practical. The
batteries, which can store large amounts of energy and thus even
out the ups and downs of power production and power use…

Finding the funding for fusion energy. The threat of climate
change has spurred more love from Congress for energy technology,
but the love only goes so far. An energy source that promises to
be the cleanest, most compact, most resource-friendly of them all
is faced with a reception similar to a toddler getting a savings
bond: It could be useful in the future but difficult to
understand today and not immediately gratifying.

Fixing the Foul Play. Mitigating the Environmental and Public
Health Damage Caused by the Volkswagen Emissions Scandal. State
and federal agencies continue to investigate Volkswagen’s alleged
efforts to cheat on emissions tests in the United States. As the
investigations come to a close, the U.S. Environmental Protection
Agency, or EPA, should consider how to resolve this scandal…

The Clean-Energy Deadline Is Sooner Than We Think: Mark Buchanan.
Everyone knows that at some point, if we want to contain climate
change, we'll have to stop building polluting power plants. New
research suggests that moment may come much sooner than we
realize. In some areas, the world is making progress toward
reducing harmful emissions.

Despite the Porter Ranch disaster, the top executive at SoCal Gas
is getting an enormous bonus. Given that the Porter Ranch gas
leak ranks as the worst such leak in U.S. history, with the
potential to measurably damage the climate, and forcing thousands
of families out of their homes, you'll be glad to know that Debra
L. Reed, chairman and CEO of the gas company's parent firm,
Sempra Energy, has been docked part of her pay because of the
episode.

First, The EPA Came For The Navajo; Next, They’re Coming For
Everyone. The Environmental Protection Agency is making it harder
for the Navajo to run energy plants that produce jobs and cheap,
reliable energy. Next, we’re all paying a third more for energy.
Before the U.S. Supreme Court delayed it, the Environmental
Protection Agency’s Clean Power Plan (CPP) sought to impose a
costly cap-and-trade carbon emissions…

Threat of warming is evident in our oceans | Guest column. Given
the current press about 2015 and the first two months of this
year being the hottest year on record, you would think the whole
global warming/climate change "debate" was strictly over the
temperature of the atmosphere. In reality, the issue is more than
just average air temperatures.
