arbcombo -- February 12 Public Workshop to Launch Development of ARB’s Carbon Capture and Sequestration Program

The California Air Resources Board (ARB) invites you to participate in a public workshop to launch development of ARB’s Carbon Capture and Sequestration (CCS) program. Carbon capture and sequestration has the potential to deliver significant greenhouse gas emissions reductions and is a prospective strategy for meeting California’s 2050 climate goals. In order to advance CCS policy in California, ARB needs to understand the ability of CCS to contribute to climate goals, the limitations or advantages of the technology, and the innovation and incentives necessary for adoption. A necessary first step will be the development of an appropriate CCS Quantification Methodology (QM) for CCS projects. The CCS QM will provide a pathway for CCS projects to participate in ARB’s Cap and Trade and Low Carbon Fuel Standard Programs. As the first in a series of workshops on ARB’s CCS program, the objective of this first workshop is two-fold: 1) provide a high level overview of what CCS is and why it is important to California and 2) kick-off public development of the CCS QM, including the role of CCS in existing California regulations and ARB’s plan for development of the QM. Background: Carbon capture and sequestration (CCS) is an important strategy to reduce greenhouse gas (GHG) emissions and mitigate climate change. CCS is a process by which large amounts of carbon dioxide (CO2) are captured, compressed, transported, and sequestered. ARB is currently developing a quantification methodology to be utilized when determining carbon emission reductions from CCS for both the Cap and Trade and Low Carbon Fuel Standard programs. Studies by the Intergovernmental Panel on Climate Change (IPCC) and the California Council on Science and Technology (CCST), have shown that CCS has the potential to reduce carbon emissions by millions of metric tons, and may be an integral part of meeting California’s long term climate goals.
