California governor declares gas leak a state of emergency.
California Gov. Jerry Brown declared a state of emergency over a
massive natural-gas leak that has been spewing methane and other
gases into a Los Angeles neighborhood for months, sickening
residents and forcing thousands to evacuate.

CLIMATE CHANGE

Wild December pushes US weather in 2015 to near records.
December's wild El Nino pushed 2015 in the United States to
near-record levels for heat, moisture and downright extreme
conditions, federal weather officials said Thursday. The year
that just ended was the second warmest and third wettest in 121
years of record-keeping for the lower 48 states, the National
Oceanic and Atmospheric Administration announced.

DROUGHT

Drought-ravaged Folsom Lake rises 28.5 feet in just one month.
Water-starved Folsom Lake is beginning to slowly fill up and
recover from its lowest water levels ever. The state's
ninth-largest reservoir, the main water source for the sprawling
Sacramento suburbs, shrank to a mere 135,561 acre feet on Dec. 4,
2015. The previous lowest level at Folsom was 140,600 acre feet,
recorded during the 1976–77 drought.

Potential Easing Of California Drought 'Slow To Develop'. There
is no change in the percentage of drought in California,
according to the U.S. Drought Monitor released Thursday. But the
cutoff date for the weekly report is Tuesday, so it does not
include the recent storms that have brought rain and snow to the
state.

TransCanada to file 2 legal challenges to Keystone rejection. The
Canadian company that proposed the Keystone XL oil pipeline filed

Introducing the Chevy Bolt, an Electric Car for Everyone. The two
biggest auto trends at the Consumer Electronic Show (CES) this

VW RECALL

VW CEO headed to Washington to meet with EPA chief. Volkswagen's
top executive is traveling to Washington next week to meet face
to face with the nation's head environmental regulator. VW global
CEO Matthias Mueller is set to meet Wednesday with Environmental
Protection Agency Administrator Gina McCarthy. EPA says the
meeting was scheduled at the company's request.

Letter: GOP should boost market-based clean energy plan.
Market-based clean power plan. Instead of fighting President
Obama’s “clean power plan,” Republicans should introduce a
conservative alternative. President Ronald Reagan’s Secretary of
State George Schultz proposed a market-based alternative in 2013:
a carbon fee and dividend. Levy a steadily rising fee on carbon
producers, and refund the money back to U.S. households.
