Save the Date: Refrigerant Management Program R3 Webinar; January

webinar) and opening of the registration and reporting period for
2016 (for 2015 records) begins January 1, 2016, deadline for
submittal is March 1, 2016

The deadline for submitting 2016 Annual Reports summarizing 2015
calendar year for facilities with large and medium refrigeration
systems, refrigerant distributors, and refrigerant reclaimers
subject to California Air Resources Board’s Refrigerant
Management Program (RMP) is March 1st, 2016.  Facilities whose
largest refrigeration system is a Small system, those containing
more than 50 lbs., but less than 200 lbs. are also required to
register by March 1, 2016.  The ARB online Refrigerant
Registration and Reporting tool, known as R3, can be accessed
via: https://ssl.arb.ca.gov/rmp-r3/.

ARB staff will hold a free on-line webinar on Wednesday, January
20, 2016 at 1:00 – 3:00 pm Pacific Time to review the
requirements of the regulation and the procedures for registering
and filing the Annual Reports and paying the Annual
Implementation Fees using the online R3 tool.  Operators of Small
facilities are especially encouraged to participate in the
webinar to become familiar with the registration procedures and
requirements.   This webinar will be a repeat of the webinar
conducted on December 3, 2015 if you participated in the December
webinar you do not need to participate in this one also.  This
will be an online GoToWebinar presentation accessible from
anywhere you have a computer with internet connection and a
telephone line.  The webinar will be recorded and posted to the
program web page.

The Refrigerant Management Program requires that all facilities
with large and medium refrigeration systems, those with 200
pounds of refrigerant or more, submit their next Annual Report by
March 1, 2016 for their 2015 calendar year refrigeration system
leak inspections, leak repairs, and other system servicing.  The
payment of the Annual Implementation Fee is also due by March 1
for both the large and medium facilities.  

The Refrigerant Management Program also requires that small
facilities whose largest refrigeration system contains more than
50 lbs. but less than 200 lbs. of refrigerant must register by
March 1, 2016.  Small facilities are not required to file an
Annual Report or pay the Annual Implementation Fee.

Refrigerant distributors, wholesalers, and reclaimers are also
required to submit an Annual Report of their 2015 statewide
aggregated annual refrigerant sales, transactions, and disposal
by the March 1, 2016 due date.
