Councilman Pushes For Limits To Artificial Turf Installations. A
California law, which was passed to respond to the drought-
allows artificial turf on all residential property. But a
Sacramento city councilman says the law should allow cities to
restrict its use. The new law says a city may not prohibit or
impede installation of artificial turf for any reason.

VW RECALL

Volkswagen Chief Says Emissions Inquiry May Take Months.
Volkswagen is still several months away from being able to
clarify who was responsible for installing emissions-cheating
software in millions of diesel vehicles and plunging the company
into crisis, the automaker’s leader said on Monday. The statement
by the chief executive, Matthias Müller, is a further indication
that the company’s internal investigation is moving slowly.

Volkswagen Submits Recall Plan to California Air Regulators.
Volkswagen AG submitted its recall plan to regulators with the
California Air Resources Board and federal counterparts Friday, a
little more than two months after the company’s cheating on
diesel emissions tests was revealed by regulators from the state
and the U.S. Environmental Protection Agency.

GREEN ENERGY

Gov. Cuomo to Order Large Increase in Renewable Energy in New
York by 2030. Frustrated by the pending shutdown of two nuclear
power plants on Lake Ontario, Gov. Andrew M. Cuomo plans to order
state regulators to mandate that, by 2030, half of all power
consumed by New Yorkers be generated from renewable sources that
emit much less carbon dioxide, people briefed on the matter said.

How Renewable Energy Could Make Climate Treaties Moot. Powering
the U.S. and 138 other countries exclusively with wind, water,

Letters: Warming believers on thinner ice than they think. The
nonsense and misrepresentation from the Left concerning the
global warming scam is pervasive. On Nov. 14, one letter-writer
pretends to present facts but does nothing of the sort. Likewise,
another letter-writer smears global warming adversaries with
petty comments and falsehoods. No, “97 percent of scientists” do
not believe that “humans are causing global warming.”

Our Voice: Water agencies, spur water culture change. Coachella
Valley water agencies, for the most part, continue to miss the
mark when it comes to state-mandated water conservation. With the
summer long over and the best opportunity for significant
cutbacks now gone, it seems these agencies that manage this most
valuable resource could be facing harsh fines from Sacramento.
