vapor -- Public Workshop to Discuss Overpressure Alarms Associated with Phase II Enhanced Vapor Recovery Systems

The California Air Resources Board (ARB or Board) invites you to participate in a public workshop to discuss recent findings and potential solutions to address overpressure occurring at gasoline dispensing facilities (GDF) equipped Phase II Enhanced Vapor Recovery and In-Station Diagnostics (ISD) systems. The purpose of these workshops is to describe the latest studies conducted by ARB and to solicit public input on potential solutions to be presented to the Board in February of 2016 as part of a non-regulatory informational update. Potential regulatory amendments to address overpressure will be considered by the Board in the latter half of 2016. The dates and locations for the workshops are November 6th in Sacramento and November 10th in Diamond Bar. The Sacramento workshop will be webcast. For more information on these workshops, including times and locations please see the workshop notice which is available at: http://www.arb.ca.gov/vapor/vapor.htm Background: Much like on-board diagnostic system in cars, ISD systems monitor a range of vapor recovery system operating parameters and alerts GDF operators to equipment problems that require attention. Among the parameters monitored by ISD is the pressure within the headspace in the underground storage tanks. If the pressure exceeds a certain threshold which could lead to atmospheric venting of gasoline vapors, an “overpressure” alarm is triggered, alerting the GDF operator to call a service technician for troubleshooting and repair. Beginning in 2008, ARB staff became aware that an unusually high number of ISD overpressure alarms were being reported by GDF operators during winter months. Since then, ARB staff have been working collaboratively with local air districts and vapor recovery manufacturers to investigate the scope of the overpressure problem and potential solutions. In March 2014, ARB staff presented the results of an extensive investigation into the overpressure issue at a public workshop. This workshop will report on additional work performed by ARB since that time, including potential solutions to reduce overpressure alarms.
