arbcombo -- Grant Solicitation for Zero-Emission Truck and Bus Pilot Commercial Deployment Projects

The California Air Resources Board (ARB or Board) is pleased to
announce its grant solicitation for the Zero-Emission Truck and
Bus Pilot Commercial Deployment Projects. 

The funding opportunity was approved by the Board in the Fiscal
Year (FY) 2014-15 and FY 2015-16 Funding Plans for the Assembly
Bill 118 Air Quality Improvement Program and Low Carbon
Transportation Greenhouse Gas Reduction Fund Investments.  Up to
$23,658,000 is available for this project from FY 2014-15 funds. 
Up to an additional $60,000,000 may be available for projects
under this Solicitation from future funds appropriated by the
California legislature on or before June 30, 2016.  This project
complements the Zero-Emission Drayage Truck and Multi-Source
Facility Demonstration Projects solicitations released in June of
this year as part of the $50 million allocation for advanced
technology freight demonstrations.  

Projects funded under this solicitation will help accelerate
technology commercialization by placing significant numbers of
zero- and near zero-emission emission trucks and buses in
clusters, such as transit agencies, school districts and freight
hubs.  Eligible projects may also include infrastructure
necessary to support project vehicles, and the majority of
available funding will go towards projects that benefit
disadvantaged communities.  (see

California-based public agencies such as air districts, transit
agencies, school districts, ports, or local government entities
or agencies and California-based non-profit organizations with
expertise implementing zero-emission vehicle deployments may
apply for this Solicitation to become pilot project Grantees. 
Applications are due to ARB by 5:00 p.m., January 29, 2016. 

ARB will hold an applicant teleconference to answer questions
regarding this Grant Solicitation on October 21, 2015.  The
applicant teleconference will provide an opportunity for
potential applicants to ask clarifying questions regarding
general application requirements.  The meeting will be held on

Background:  

The Zero-Emission Truck and Bus Pilot Commercial Deployment
Projects under the Low Carbon Transportation Greenhouse Gas
Reduction Fund Investments will encourage adoption of early
commercial zero-emission technologies by placing significant
numbers of zero-emission trucks and buses in a handful of
strategic “hubs,” and supporting advanced technology clusters
with infrastructure, marketing, and workforce training.  This
technology hub concept can help address many of the deployment
challenges by supporting economies of scale in manufacturing,
workforce training, vehicle maintenance and repair, and
infrastructure issues.  A public investment in these deployments
helps to achieve significant emission reductions in greenhouse
gases, criteria pollutants and toxic air contaminants, sooner
than would be possible otherwise.  This commitment from the State
will identify steps needed to overcome challenges associated with
widespread deployments within the pilot project industries, and
identify ways to transfer zero-emission technologies to other
industry sectors, such as long-haul trucking.  This project will
provide benefits to disadvantaged communities.  Disadvantaged
communities are identified by the California Environmental
Protection Agency’s California Communities Environmental Health
Environmental Health Screening Tool (CalEnviroScreen 2.0) that
assesses all census tracts in the State to identify areas
disproportionately burdened by and vulnerable to multiple sources
of pollution.
