moyer -- Correction to 2015 Voucher Incentive Program (VIP) Retrofit Funding Tables (Appendix O)

The December 30, 2014 and June 29, 2015 releases of Appendix O:
On-Road VIP Funding Matrix for Retrofits in the 2015 On-Road VIP
Guidelines (Mail-Out #MSC 14-20 and Mail-Out #MSC 15-18,
respectively) contained calculation errors. The errors resulted
in funding amounts that exceeded the cost-effectiveness limit for
the minimum required usages.  Mail-Out #MSC 15-23 provides an
updated Appendix O with corrected minimum annual usage and
funding amounts.  Please note that the required minimum annual
usage for a given funding amount has increased.    
The updated version of Appendix O with corrected minimum annual
usage and funding amounts is effective immediately and can be
found in the attachment of Mail-Out

All approved revisions are currently effective and incorporated
into the current Guidelines located at:
http://www.arb.ca.gov/msprog/moyer/guidelines/current.htm.

Background:  Since 1998, the Carl Moyer Program has filled a
critical niche in California’s strategy to achieve clean air. 
The Carl Moyer Program provides grant funding for the incremental
cost of cleaner-than-required engines, equipment, and emission
reduction technologies.  The Carl Moyer Program complements
California’s regulatory program by funding emission reductions
that are surplus, i.e., early and/or in excess of what is
required by regulation.  State law (Health & Safety Code Section
44287) authorizes the Air Resources Board to revise the
Guidelines when necessary to improve the ability of the program
to achieve its goals.
