cargo -- Informational Meetings on the Implementation and Enforcement of the 2011 Cargo Handling Equipment Regulation Amendments

Attention: Cargo Handling Equipment Owners/Operators and Renters/Dealers/Sellers: The California Air Resources Board (ARB or Board) invites you to attend an informational meeting on the implementation and enforcement of the 2011 Amendments to the Mobile Cargo Handling Equipment at Ports and Intermodal Rail Yards (CHE Regulation). Two meetings will be held; one in Southern California and one in Northern California. ARB staff will provide the same information at each meeting. The meetings will be held on the following dates and locations: Southern California Meeting: Date: August 21, 2015 Time: 10:30 AM to 12:30 PM Location: Air Resources Board Auditorium (AN4) 9530 Telstar Avenue El Monte, California Northern California Meeting: Date: August 27, 2015 Time: 10:30 AM to 12:30 PM Location: Elihu Harris Building, 1515 Clay Street (Room 11) Oakland, California At the meetings, ARB staff will give an overview of the April 2015 waiver granted by the Untied Stated Environmental Protection Agency (U.S. EPA) and information on how the amendments will be enforced. ARB regulatory and enforcement staff will be present at both meetings to answer your questions. The meetings will not be webcast. On September 22, 2011, the Board approved the amendments to the CHE Regulation. The amendments established a new opacity based monitoring program for both yard truck and non-yard truck equipment, and new retrofit requirements for engines meeting the U.S. EPA Tier 4 Family Emission Limit (FEL) Alternate PM standards. ARB was required to request authorization from the U.S. EPA to enforce the new requirements. On April 29, 2015, the U.S. EPA authorized ARB to enforce these provisions of the CHE regulation. ARB will begin enforcing the amendments starting October 26, 2015. We recently released Regulatory Advisory Number 311 which informs owners and operators of mobile CHE at ports and intermodal rail yards as to how ARB staff will proceed with the enforcement of these amendments. The Regulation for Mobile Cargo Handling Equipment at Ports and Intermodal Rail Yards was adopted in December 2005 to reduce diesel particulate matter in communities located near ports and intermodal rail yards.
