ARB’s next Innovative Technology Regulation (ITR) New Engine or Vehicle Certification Public Work Group meeting has been rescheduled from August 18, 2015 to August 17, 2015 to avoid a scheduling conflict with a public hearing for Proposed National Phase 2 Greenhouse Gas Emissions Standards and Fuel Efficiency Standards for Medium- and Heavy-Duty Engines and Vehicles. ARB’s ITR New Engine or Vehicle Certification Public Work Group meeting will provide an opportunity for interested stakeholders to provide feedback regarding staff’s updated potential concepts for the ITR new engine or vehicle certification element. This work group meeting will be held via conference call only. The ITR is intended to provide defined, near-term ARB certification and aftermarket conversion approval flexibility to help facilitate market launch of the next generation of truck and bus technologies that California needs to meet its long-term air quality and climate goals. ARB’s existing certification and OBD requirements provide a critical and effective mechanism for ensuring a vehicle’s expected emission benefits are achieved in-use. However, ARB’s engine and vehicle approval paradigm, geared towards traditional technologies, may deter some manufacturers from developing promising new truck and bus technologies if they are uncertain to achieve market acceptance. This ITR Work Group meeting will provide stakeholders an opportunity to discuss draft updated concepts regarding possible certification flexibility for new medium- and heavy-duty hybrids and engines meeting California’s optional low-NOx standards. Stakeholders will also have the opportunity to discuss potential opportunities for targeted, near-term certification flexibility for other innovative, new heavy-duty engine or driveline technologies that provide NOx or greenhouse gas reductions. Staff anticipates this work group meeting will be followed by a final ITR public workshop in Fall 2015, prior to Board consideration of staff’s proposed ITR in early 2016.
