The California Air Resources Board (ARB) will make available on June 30, 2015,at noon (12:00 PM) Pacific Time, the 2013 California Greenhouse gas (GHG) Emission Inventory data and an evaluation of the 2013 Mandatory Greenhouse Gas Reporting data. The information posted will include the 2013 GHG emission inventory data; supporting documentation including an analysis of emissions trends; as well as an evaluation of the 2013 GHG data reported pursuant to the Mandatory Greenhouse Gas Reporting Regulation (MRR). The 2013 GHG emission inventory data and supporting documentation will be available at ARB’s GHG Emission Inventory website at: http://www.arb.ca.gov/cc/inventory/inventory.htm The evaluation of the 2013 MRR data will be available at both the Cap-and-Trade and Mandatory GHG Reporting websites: http://www.arb.ca.gov/cc/capandtrade/capandtrade.htm http://www.arb.ca.gov/cc/reporting/ghg-rep/ghg-rep.htm In addition to the evaluation of the 2013 MRR data, staff will post updated emissions data summary spreadsheets for the 2010, 2011, and 2012 data reporting years, to reflect minor revisions. BACKGROUND: ARB is responsible for developing and maintaining California’s inventory of GHG emissions. An updated GHG emission inventory is published annually to reflect current data. The new GHG inventory covers years 2000 to 2013. The emission estimates are statewide estimates that rely on state, regional or national data sources, and on aggregated facility-specific emissions data reported pursuant to the MRR. Accompanying the GHG inventory data is the “Trends of Emissions and Other Indicators” report, which explains trends in statewide GHG emissions from major sectors. More information can be found at: http://www.arb.ca.gov/cc/inventory/inventory.htm The California Cap on Greenhouse Gas Emissions and Market-Based Compliance Mechanisms Regulation (Regulation) was adopted by the California Air Resources Board in October of 2011, and formally went into effect January 1, 2012. Entities subject to the Regulation will have a compliance obligation for their GHG emissions beginning on January 1, 2013. The Regulation was amended in early 2013 to link the California and Québec programs beginning January 1, 2014. The Global Warming Solutions Act of 2006 (Assembly Bill 32, or AB 32) requires ARB to adopt regulations for the mandatory reporting of GHG emissions. The Regulation for the Mandatory Reporting of Greenhouse Gas Emissions went into effect on January 1, 2009. Over 700 entities, including facilities, fuel suppliers, and electric power importers, are required to report their GHG emissions data to ARB. Emissions data reports from entities with 25,000 metric tons carbon dioxide equivalent or greater emissions must be verified by ARB-accredited third-party verifiers. The information in the emissions data reports is used to support ARB’s climate change programs, including California’s Cap-and-Trade Program.
