The California Air Resources Board (ARB) invites interested
parties to participate in the next Innovative Technology
Regulation (ITR) Aftermarket Conversion Public Work Group meeting
on July 7, 2015 from 10:30 am to 12:30 pm Pacific Time. This
meeting will cover development of potential hybrid medium- and
heavy-duty vehicle aftermarket conversion kit approval
requirements, and will focus on potential technology approval
pathways that would enable commercialization of robust hybrid
systems with maximum engine and vehicle diagnostics capability. 
This meeting will be held via conference call only.

Background.  The ITR is intended to provide defined, near-term
ARB certification and aftermarket conversion approval flexibility
to help facilitate market launch of the next generation of truck
and bus technologies that California needs to meet its long-term
air quality and climate goals.  ARB’s existing certification and
OBD requirements provide a critical and effective mechanism for
ensuring a vehicle’s expected emission benefits are achieved and
maintained.  However, ARB’s engine and vehicle approval paradigm,
geared towards traditional technologies, may deter some
manufacturers from developing promising new technologies if they
are uncertain to achieve market acceptance.  In addition, ARB
does not have an approval protocol specifically for advanced
technology medium- and heavy-duty vehicle aftermarket
conversions, such as hybrid truck conversions.  

One option being considered would allow for reduced diagnostics
on initial sales volumes of medium- and heavy-duty hybrid
conversions, ramping up to more robust diagnostics and other
requirements as the technology achieves a market foothold.  The
specific approval pathway for hybrid conversions should provide
conversion kit manufacturers with a defined, predictable, and
practical ARB approval pathway, while preserving ARB’s
overarching objective to ensure expected emission benefits are
achieved.  

This ITR aftermarket conversion public work group meeting is open
