The California Air Resources Board (ARB) staff asks that you save the dates of June 16th and June 18th, 2015 to discuss the Draft Risk Management Guidelines for Stationary Sources of Air Toxics. This document was prepared by the ARB and the California Air Pollution Control Officers Association (CAPCOA) and contains proposed guidance that California’s 35 local Air Pollution Control Districts and Air Quality Management Districts (Districts) may elect to use for incorporating the Office of Environmental Health Hazard Assessment’s (OEHHA) new risk assessment methodology into their stationary source permitting and Assembly Bill (AB) 2588 Air Toxics Hot Spots programs. At the workshop, ARB and CAPCOA staff will discuss the Risk Management Guidelines and receive comments on the draft document which is scheduled to be presented to the ARB Board on July 23, 2015 in Sacramento. Background: On March 6, 2015, OEHHA released the Air Toxics Hot Spots Program Risk Assessment Guidelines: Guidance Manual for the Preparation of Health risk Assessments (February 2015) http://www.oehha.ca.gov/air/hot_spots/hotspots2015.html. In preparation for the new OEHHA Guidelines, the ARB and the Districts have been working closely to develop comprehensive plans for incorporating the new OEHHA Guidance Manual into State and District air toxics programs. This effort was discussed at the ARB Board Hearing on July 24, 2014. The draft Risk Management Guidelines is a product of those efforts and is intended to supersede ARB’s Risk Management Guidelines for New and Modified Sources of Toxic Air Pollutants (1993). In addition to addressing district permitting and AB 2588 requirements, the Risk Management Guidelines document also conveys ARB’s work plan for evaluating the Board’s Air Toxic Program in light of the new risk assessment methodology and provides the updated Risk Management Policy for Inhalation Risk Assessments which replaces the ARB’s Interim Risk Management Policy for Inhalation-based Residential Cancer Risk (2003). Schedule: We anticipate the draft Risk Management Guidelines will be released for public review by end of May; prior to the two public workshops in mid-June. The draft Risk Management Guidelines is scheduled to be presented to the ARB Board on July 23, 2015 in Sacramento.
