CAP AND TRADE 'With certainty' cap-and-trade would wreck the economy, Rubio says. It’s no secret that Sen. Marco Rubio, R-Fla., is skeptical of human-caused climate change. While he’s unsure of the effect humans have on the climate, Rubio is certain that addressing the problem would wreck the economy. "If we do the things they want us to do, cap and trade, you name it, how much will that change the pace of climates change vs. how much will it cost to our economy?" Rubio asked rhetorically on CBS’ Face the Nation April 19. http://www.politifact.com/truth-o-meter/statements/2015/apr/23/marco-rubio/rubio-cap-and-trade-would-hurt-economy-might-not-h/ AIR POLLUTION Is Dirty Air Damaging the Brains of Some City Dwellers? City air pollution could hurt your brain, Harvard researchers suggested Thursday. Brain scans showed that seniors exposed to higher levels of the kind of small particle pollution that can come from car exhaust had a higher risk of mini-strokes and a smaller brain volume compared to those living in less-polluted areas, according to the study published in the journal Stroke. http://www.nbcnews.com/health/health-news/dirty-air-damaging-brains-some-city-dwellers-n347316 CLIMATE CHANGE China's Great Green Wall Helps Pull CO2 Out of Atmosphere. After improving energy efficiency, piloting emissions trading and ramping up renewable energy expansion, China has also been moving on another frontier needed to help ease global warming. According to a study published recently in the journal Nature Climate Change, the total amount of carbon stored in all living biomass above the soil has increased globally by almost 4 billion tons since 2003, with China contributing in a notable way to the increase. http://www.scientificamerican.com/article/china-s-great-green-wall-helps-pull-co2-out-of-atmosphere/ Japan hikes target for emissions cuts to about 25 pct by 2030. Japan is considering cutting emissions of greenhouse gases by around 25 percent by 2030, up from an earlier target of about 20 percent, as its contribution to a global summit in Paris on climate change later this year, media reports said on Friday. The target is still lower than that outlined by the United States, which says it will cut emissions by as much as 28 percent from 2005 levels by 2025 and the European Union which is proposing at least a 40 percent cut from 1990 levels by 2030. http://www.reuters.com/article/2015/04/24/japan-carbon-idUSL4N0XL1L420150424 DOE-supported carbon and capture storage projects hit 10M tonnes of CO2 milestone. ...Texas, is demonstrating a system to capture carbon emissions from two steam methane reformers used to produce hydrogen. San Diego State University researchers have raised new questions about bad air found in the Imperial Valley, which has long been blamed on agricultural burns. Their study finds diesel and gas exhaust from idling cars at the Calexico border crossing are the dominant source of pollution. The work was commissioned by Reveal, a public radio program that features work from the Center for Investigative Reporting. http://www.kpbs.org/news/2015/apr/23/study-diesel-gas-exhaust-mostly-blame-calexicos-po/ DROUGHT California Assembly acts to prohibit fines for brown lawns in droughts. ...cities have fined residents for allowing their lawns to turn brown during the drought, the state Assembly passed a bill Thursday that would prohibit... http://www.latimes.com/local/politics/la-me-pc-california-assembly-acts-to-prohibit-fines-for-brown-lawns-in-droughts-20150423-story.html?track=rss California Drought: 'Exceptional' Drought Expands In Sierra. Half of the 41 fracking companies operating in the U.S. will be dead or sold by year-end because of slashed spending by oil companies, an executive with Weatherford International Plc said. There could be about 20 companies left that provide hydraulic fracturing services, Rob Fulks, pressure pumping marketing director at Weatherford, said in an interview Wednesday at the IHS CERAWeek conference in Houston. http://www.bloomberg.com/news/articles/2015-04-22/half-of-u-s-fracking-companies-will-be-dead-or-sold-this-year VEHICLES Finding Easier Ways to Charge Electric Vehicles. Jeremy McCool is convinced there is a better way to charge electric vehicles in a crowded city than using a wired plug. Mr. McCool is founder and chief executive of Hevo Power, a Brooklyn-based start-up that is working to create a home for electric vehicles in an environment that is inherently challenging to them. http://www.nytimes.com/2015/04/24/business/finding-easier-ways-to-charge-electric-vehicles.html?ref=energy-environment&_r=0 Toyota to provide 1st hydrogen-fueled pace car. A hydrogen-fueled vehicle will lead the field at a NASCAR race for the first time when a 2016 Toyota Mirai serves as the official pace car Saturday night at Richmond. The midsize sedan uses no gasoline and emits only water vapor. The electric vehicle is powered by hydrogen, refuels in about five minutes and travels up to 300 miles on one tank. It goes on sale in California later this year, with expansion planned. http://hosted.ap.org/dynamic/stories/C/CAR_NASCAR_RICHMOND_HYDROGEN_PACE_CAR?SITE=AP&SECTION=HOME&TEMPLATE=DEFAULT Review: New zero-emission electric two-wheelers. The city of Ventura is again offering a program that helps lower the cost of solar panels for homeowners who want to install them. Called Solarize Ventura, it makes the systems more affordable by offering them at discounted pricing through vetted contractors. The program ran three months last year and was so popular the city, which launched Solarize Ventura in collaboration with the Santa Barbara-based nonprofit Community Environmental Council, brought it back again.
