bus-act -- Public Workshop to Discuss the Development of the Advanced Clean Transit (ACT) Regulation

The Air Resources Board (ARB) invites you to participate in a series of statewide public workshops on May 11, 14, and 20, 2015, to discuss development of the ACT regulation. ARB staff is seeking public input on the proposed regulatory concepts. Each workshop will cover the same topics and participants may choose any or all workshops to attend. Participants are encouraged to attend in person; however, the Sacramento meeting will be webcast. The broadcast can be accessed on the day of the workshop at http://www.calepa.ca.gov/broadcast/. Achieving California’s air quality, climate, and public health goals will require a transition to zero and near-zero technologies in all mobile sources. ARB is in the process of developing proposals for new approaches and strategies to achieve this transition. The ACT proposal is designed to achieve this transition in public transit fleets, while providing transit agencies the flexibility to continue to evolve to meet expanding needs for effective, efficient, and affordable regional transit services across California. Adopted in 2000, the Transit Fleet Rule had, among other things, zero-emission bus purchase requirements for transit agencies with 200 or more urban buses. Transit agencies that chose to follow the diesel path option in the Transit Fleet Rule were required to demonstrate zero-emission buses, with 15 percent of new buses purchased to be zero-emission beginning in 2008. For alternative path transit agencies, the 15 percent zero-emission bus purchase requirement was to begin in 2010. The rule was amended in 2006, to postpone the purchase requirement to 2011 for diesel path transit agencies, and 2012 for alternative path transit agencies, and to include an advanced demonstration from the diesel path transit agencies. At the July 2009 Board meeting, through Resolution 09-49, the Board directed the Executive Officer to ultimately delay the zero-emission bus purchase requirement due to technology readiness issues. In January 2010, ARB issued an advisory (Mail-out #10-04) with the postponement of the purchase requirement for zero-emission buses. California is in a drought emergency.
