harp -- ARB is Releasing an Updated Version of HARP

The California Air Resources Board (ARB) is releasing an updated version of the Hot Spots Analysis and Reporting Program (HARP). This version incorporates the information presented in the Air Toxics Hot Spots Program Risk Assessment Guidelines, Guidance Manual for Preparation of Health Risk Assessments (Guidance Manual), February 2015, developed by the Office of Environmental Health Hazard Assessment (OEHHA) which is being released concurrently. HARP was developed by ARB, in conjunction with OEHHA and the local air districts. HARP is a software suite used to assist with the programmatic requirements of the Air Toxics Hot Spots Program (Health and Safety Code Section 44360 et. seq). HARP includes tools of emission inventory database, facility prioritization, air dispersion modeling, and health risk assessment analysis. In addition, the ARB and the California Air Pollution Control Officers (CAPCOA) are developing Air Toxics Risk Management Guidelines (RMG) for District Permitting and Hot Spots Programs which local air districts may elect to use for incorporating OEHHA’s new risk assessment methodology into their stationary source permitting and the Air Toxics Hot Spots programs. This draft risk management document will be released for public review in late March, public workshops will be held in Southern California and Sacramento in early April, and presented for consideration by the ARB Board at its April 23, 2015 meeting.
